To ask the Secretary of State for Defence, what consideration he has given to the development of skills required by the defence industry in Fife.
The UK Government recognises how important the defence industry in Fife is for the UK’s national security, which is illustrated by the Type 31 frigate programme. That is why, alongside the launch of the Scotland Defence Growth Deal on 12 March, we announced £10 million would be invested towards the creation of two Defence Technical Excellence Colleges, including one in the East of Scotland. These colleges will ensure that the training and education pipeline is in place to give the defence industry in Scotland, including in Fife, the skilled workforce it requires.
Although the Scottish Government have not yet confirmed that they are willing to match fund the second Defence Technical Excellence College in Scotland I remain of the view that this is a superb opportunity and I hope constructive conversations can begin soon.
As part of the £50 million Scotland defence growth deal, we have confirmed £5 million for the Arrol Gibb Innovation Campus at Rosyth, helping to develop the advanced manufacturing skills needed to support the Type 31 frigate programme and future development opportunities arising from the new defence investment plan. This builds on an earlier £340 million investment in the Rosyth dockyard.

Fife college at Kirkcaldy, in particular, stands ready to absorb new funding and rapidly scale up provision to plug the gap in entry-level skills for the defence industry in Scotland. Can the Secretary of State update us on progress towards getting a Fife-based DTEC off the ground?

A Scottish person at end of life can make a fast-tracked claim to the following reserved benefits (if they are eligible): Universal Credit (UC) and New Style Employment Support Allowance (NS ESA).
Disability Benefits are devolved in Scotland and policy responsibility sits with the Scottish Government.
The UK Government is committed to providing a financial safety net for those who need it. Support is available through the welfare system to those who are unable to work, are on a low income or have additional costs as a consequence of a long-term health condition or disability but are not eligible for pensioner benefits because of their age
For those nearing the end of their life, the UK Government’s priority is to provide people with financial support quickly and compassionately. The main way this is applied is through the Special Rules for End of Life (SREL) which enable Scottish people who are nearing the end of their lives to get faster, easier access to UC and NS ESA. The Universal Credit Act 2025, also ensures that all SREL claimants will receive the higher LCWRA rate, no matter when they make their claim.
