The National Fire Chiefs Council provided input to Defra’s consultation on the Heather and Grass etc. Burning (England) Regulations in 2025 and the department continues to engage with them closely on wildfire matters.
Careful choice of land management techniques, including grazing at appropriate levels, is part of the toolkit in reducing the risks and severity of wildfires. However, influencing human behaviour will be essential in preventing most wildfires from starting. On Dartmoor, Natural England has supported and advised on the development and implementation of a strategic Wildfire Management Plan for the Dartmoor commons. This has been funded through Farming in Protected Landscapes in partnership with Dartmoor Commoners Council, Dartmoor National Park Authority, Dartmoor Fire & Rescue and individual commoners associations. This has funded training in wildfire management and control, the creation of fire breaks for each common and other capital works such river crossings for emergency vehicles.

The Department has not made a specific assessment of the effectiveness of landowners’ obligations in relation to fire prevention adjacent to railway property. Responsibility for managing vegetation and other fire risks rests with the relevant landowner, while Network Rail works with neighbouring landowners where risks to the safe and reliable operation of the railway are identified and undertakes its own vegetation management programme to reduce the risk of disruption.

Upon arrival, all prisoners receive a comprehensive fire safety induction covering the actions to take in the event of a fire and the risks and consequences associated with fire-setting behaviour. The quality and effectiveness of the induction process are subject to quarterly audits to ensure compliance and consistency across the prison estate.
All prisons have an adequate level of fire suppression. In the closed prison estate, 11 prisons are equipped with both fixed automatic and manual water misting systems: four of these have automatic systems in all cells, and seven have automatic systems installed in some cells, with manual provision in the remainder. The other 101 closed prisons are equipped with manual water misting systems.
H M Prison & Probation Service’s technical standards require all new closed prisons and secure accommodation blocks to be fitted with fixed automatic water misting systems in prison cells.

The level of fire risk associated with prisoner possession of vape devices is continuously monitored through the national fire reporting system. Data gathered through this process has supported the introduction of a redesigned, lower-risk vape device, which has contributed to a 43% reduction in overall fire incidents
Other ignition sources are continuously monitored through the national fire reporting system. Analysis of incident data informs both behavioural and infrastructure-based interventions designed to reduce opportunities for fire-setting and mitigate associated risks. This includes preventative and protective measures across the estate, such as Arc Fault Detection Devices (AFDDs), safer kettles, and the use of non-combustible furnishings, all of which are intended to reduce the likelihood of fire occurring and limit fire growth where incidents do occur.

The Ministry of Housing, Communities and Local Government (MHCLG) does not currently hold data on the number of fires caused by lithium-ion battery failures attended by Fire and Rescue Services in Slough, or elsewhere in England.
MHCLG collects data on incidents attended by Fire and Rescue Services (FRSs), with this data including the cause of the fire and the source of the ignition. This data is published in a variety of publications, available here. This does not yet include data on whether fire incidents attended were caused by lithium-ion failures.
The Fire and Rescue Analysis Platform (FaRDaP) is now used for the collection of fire and rescue incident data, and work is ongoing to update the data it will collect, with data covering lithium-ion batteries’ role in fire incidents potentially able to be included in the future.
In addition, the Office for Product Safety and Standards (OPSS) conduct research into product safety risks associated with lithium-ion batteries and are working closely with MHCLG and other Government Departments to develop this knowledge base. A report from January 2025 by the OPSS that covers the root causes of fire incidents often associated with lithium-ion battery failures is available here.

That this House notes with concern the wildfires that broke out near Ilminster in Somerset recently, one of several simultaneous incidents that placed significant strain on fire crews from multiple counties amid warnings of exceptional wildfire risk; further notes that Somerset has this year experienced both devastating flash flooding and dangerous heat leading to wildfires, underlining the county's exposure to the extremes of a changing climate; recognises that farmers and landowners in Somerset are on the front line of this challenge and that wildfires can spread quickly in built-up areas as well as the countryside; further recognises that fire ponds serve a critical dual purpose, providing a store of water for irrigation and livestock through dry spells and a reliable water source for fire crews in rural areas where mains hydrants cannot reach; believes that wildfire resilience should be treated as part of the same interconnected challenge as drought and flood adaptation, rather than a separate issue, within the Farming Roadmap 2050; calls on the Government to make fire pond creation and restoration an explicit, eligible, funded action within the Sustainable Farming Incentive, with clear capital grant support for Somerset's landowners; further calls on the Government to work with the National Fire Chiefs Council to map the areas of Somerset most at risk of wildfire and least served by water access; and urges the Government to set out how fire pond provision will be monitored and reported on as part of wider climate adaptation delivery.

There is currently no set date for Fire and Rescue Services to record whether fires involve lithium-ion batteries or electric vehicles. However, development work is ongoing to enable the collection of these data points, with the intention that this capability will be in place by the end of 2026. As part of the development of Version 2 of the Fire and Rescue Data Platform (FaRDaP), we will be adding new reference data to allow fire and rescue services to record and report on when an incident involves lithium‑ion batteries or electric vehicles. This will include identifying whether the source of ignition was a battery and, where relevant, whether that battery was on charge at the time of the incident. These additions will ensure that such information is collected and reported consistently across services. Publication of the data is currently expected by the end of next year.

This Government is committed to protecting moorlands. In September 2025, we amended the Heather and Grass Burning (England) Regulations 2021 to improve the resilience of our moorlands. The regulations are supported by the Heather and Grass Management Code 2025, which reflects the latest available evidence to guide sustainable land management. The Government's focus is on supporting the effective implementation of the Code.
Defra invest in and review emerging research and evidence to inform Government policy and practice relating to wildfire. As part of its delivery of the Third National Adaptation Programme, Defra has commissioned a wildfire and peatland study, which includes looking at the effectiveness of a range of peatland land management systems and practices in creating wildfire resilience including practices such as grazing, mowing and controlled burning as well as peat restoration. Defra will continue to monitor developments in the evidence base and engage with key stakeholders.
