To ask the Secretary of State for Transport, if he will make it his policy to undertake a review of the adequacy of FirstGroup (a) rail and (b) bus services.
For rail operators, the tender process for contracts to run passenger services includes an assessment of their technical and managerial competence through which they have to demonstrate their fitness to operate such services. Once awarded, the Department holds the operators to account for the level of service that they provide customers, as well as a range of other performance measures.
For bus operators, the majority of services outside London are run on a commercial basis. The Office of the Traffic Commissioner has the power to take regulatory action against bus operators who do not operate services in accordance with the registered particulars.
Could the rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), tell me the benefits that my constituents will see with the recent award of the South Western Railway contract to FirstGroup and MTR? I would be particularly keen to understand whether the accessible footbridge for Dorchester South station is contained within it.

On my hon. Friend’s second point, Dorchester South station is one of 300 applications for the Access For All tranche, which will be announced later this year. I assure him that South Western Railway passengers will gain benefits from the continuity of the service provider, including better real-time information to passengers and other changes that we have in mind to improve the passenger experience. I look forward to working with him on this matter.

That this House congratulates First Bus on its successful hosting of the official COP26 electric vehicle charging site at its Caledonia Depot, the largest charging station for electric vehicles in the UK; notes that international and delegates from across the UK visited throughout COP26 to discuss the future of sustainable energy and transport; recognises that the event was held in partnership with Hitachi and Octopus Energy, who partner with First Bus on sustainable transport, energy and infrastructure; welcomes First Bus’s contribution of electric bus shuttle services, which carried thousands of delegates to and from the COP26 campus throughout the two weeks of the event; acknowledges that, in addition to the investment and ongoing delivery of 150 electric buses built by Alexander Dennis, First Bus are also running the UK’s first hydrogen-powered bus services in Aberdeen; and wishes First Bus continued success in its efforts to decarbonise its bus fleets across Scotland’s transport network.

The Department has awarded the new National Rail Contracts to the incumbent operators to replace the temporary Emergency Recovery Measures Agreements, which were introduced September 2020, this will ensure that continuity of service will be maintained in line with the Railways Act 1993.

First Trenitalia’s bid was evaluated against the requirements and instructions set out in the Invitation to Tender for the competition. Specific financial standing tests were separately carried out on the guarantor of the First Trenitalia bid at two specific points during the competition. The first round of tests took place at Expression of Interest Stage in Spring 2017 and were repeated just prior to award of the West Coast Partnership in August 2019.

Since the Review started in September 2018, Keith Williams has held regular meetings with the Department. Mr Williams has made clear that his Review must not stop or delay investment and innovation.

Does he agree that the fact that I have not had a direct response is disrespectful and indicates First Group’s dismissive attitude to Hull? Instead, I had to read the response in the Hull Daily Mail. Will he press on First Group the need to meet urgently to secure the continuing success of Hull Trains?
