To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Department is taking to ensure fisheries management within Marine Protected Areas supports the achievement of Good Environmental Status for biodiversity, sea-floor integrity and marine food webs.
To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Department is taking to ensure fisheries management within Marine Protected Areas supports the achievement of Good Environmental Status for biodiversity, sea-floor integrity and marine food webs.
Marine Protected Areas (MPAs) are protected at designation by the marine planning and licensing regimes. In England 60% of our MPAs already have fisheries byelaws in place. Last year, the Marine Management Organisation consulted last year on byelaws to restrict damaging fishing in a further 42 MPAs. These proposals cover 30,000 km2 of English waters and will contribute to achieving Good Environmental Status. Ministers will make decisions in due course.
To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 21 September 2026 to Question HL3262 on Fisheries Import Controls, whether her department intends for the new IUU Imports Service to be a digitised system.
To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 21 September 2026 to Question HL3262 on Fisheries Import Controls, whether her department intends for the new IUU Imports Service to be a digitised system.
Yes. The Government intends for the new IUU Imports Service to be a digital service. The service is being developed to provide a digital route for the submission and processing of documentation required under the UK’s illegal, unreported and unregulated fishing controls. Further details on the design and implementation of the service will be provided in due course.
To ask His Majesty's Government what plans they have, if any, to subsidise diesel costs for the British fishing fleet.
To ask His Majesty's Government what plans they have, if any, to subsidise diesel costs for the British fishing fleet.
This Government recognises concerns about the impact of high fuel costs on the fishing industry, which we are monitoring. Commercial fishing vessels already benefit from fuel duty relief, meaning they effectively pay no duty on red diesel. Any decisions on further financial support must be considered carefully alongside wider government priorities and the position of other sectors facing similar cost pressures
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her department has made of the potential impact of increasing fuel costs on the fishing sector.
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her department has made of the potential impact of increasing fuel costs on the fishing sector.
We have assessed that high fuel prices are having different impacts on the fleet, with some benefitting from higher prices for their catch. Generally, the more fuel intensive parts of the fleet such as trawlers and dredgers are most likely to be vulnerable to the increased fuel costs. Inshore vessels, whilst being affected, tend to be less vulnerable to fuel price increase although our data is less reliable. There are also regional differences in fuel prices and we continue to monitor the situation.

Might we have a debate in Government time on the various growing crises facing the UK fishing industries? I learned today that recently, one Norwegian trawler, the Havstrand, landed from one trip 787 tonnes of saithe caught in the waters around Shetland. That is one 70-metre freezer trawler landing from...

In 2026, 5% of English allocated quota was distributed via QAM, around 87% via methods based on FQA Units (‘existing quota’ and ‘additional quota’) and 9% via alternative routes. Allocations were last updated by the Marine Management Organisation on 9th September. Figures are rounded and do not sum to 100%.

To ask His Majesty's Government whether there are countries that the UK has identified, or is currently considering identifying, as non-cooperative in fighting illegal, unreported, and unregulated fishing under the powers granted by the EU Illegal, Unreported and Unregulated fishing regulation.
To ask His Majesty's Government whether there are countries that the UK has identified, or is currently considering identifying, as non-cooperative in fighting illegal, unreported, and unregulated fishing under the powers granted by the EU Illegal, Unreported and Unregulated fishing regulation.
The UK has identified Cambodia, Comoros and Saint Vincent and the Grenadines as non-cooperative in fighting illegal, unreported and unregulated fishing. Defra have not identified, nor are we considering, additional countries to add to this list.
To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the cost to the fishing industry of additional export documentation and border checks introduced since January 2021.
To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the cost to the fishing industry of additional export documentation and border checks introduced since January 2021.
The Government recognises that exporters have faced additional administrative requirements since January 2021. The research project Quantifying Non-Tariff Measure on GB to EU Agri-food gathered extensive information on the costs of administrative requirements for exporters can be found here. However, it is important to stress that the costs vary substantially by business, market, consignment type, and supply chain arrangements.
In May 2025, the Government and the European Commission agreed to pursue a new Sanitary and Phytosanitary Agreement that will significantly reduce these costs and make it easier, cheaper and quicker to move food, plants, animals, and related goods across our borders.

To ask His Majesty's Government what steps they are taking to improve collection, monitoring and reporting of data on illegal, unreported, and unregulated fishing import controls by port health authorities.
Defra is legislating to update UK illegal, unreported and unregulated (IUU) fishing import documentation requirements that apply to wild-caught seafood entering the UK. These new requirements will make additional data available to port health authorities to strengthen traceability and verify that imported seafood is caught in line with UK IUU controls and international best practice. This Government is also considering a new IUU Imports Service for the submission and management of IUU import documentation as wider Sanitary and Phytosanitary arrangements change.
To ask the Secretary of State for Environment, Food and Rural Affairs, what the change has been in UK fishing quota share since the Trade and Cooperation Agreement came into force.
To ask the Secretary of State for Environment, Food and Rural Affairs, what the change has been in UK fishing quota share since the Trade and Cooperation Agreement came into force.
UK fishing quota is negotiated across 3 key forums (UK-EU bilateral, UK-EU-Norway trilateral, Coastal States) and a handful of smaller forums.
Since the TCA came into force, the total UK fishing quota was negotiated as follows.
| 2021 | 2022 | 2023 | 2024 | 2025 | 2026 |
Tonnes | 644,000 | 620,000 | 691,000 | 774,000 | 769,000 | 636,000 |
Estimated value | £0.88bn | £0.84bn | £0.82bn | £1.06bn | £1.04bn | £1.06bn |
Changes in the quota figures above also reflect impacts from changes in scientific advice for stocks and the consequences of the Russian invasion of Ukraine.

Following the signing of the Trade and Cooperation Agreement, The Marine Management Organisation published an analysis of fishing quota shares, estimating them to be worth an additional £146m by 2026.
Every year we publish statistics on the economic value of the Economic outcomes of annual negotiations for UK fishing opportunities in 2026 available on gov.uk.
