Table 1(a) below shows the level of Care component a Disability Living Allowance (DLA) claimant in the Flintshire Local Authority area received prior to them being reassessed onto Personal Independence Payment (PIP) and being awarded Nil Daily Living. This data is split by calendar year from the first PIP reassessment clearances in 2014 to 31st October 2018, the latest date for which data is available.
For additional context, Tables 1(b) and 1(c) show the level of DLA Care Component in the Flintshire Local Authority area received prior to being reassessed onto PIP and being awarded the Standard Daily Living component and the Enhanced Daily Living component respectively over the period 2014 – 31st October 2018. For reference, 2,760 claimants in Flintshire were given a PIP award on reassessment from DLA over this time period.

The provision of improved local public transport links between Birkenhead and the Deeside Industrial Park, including additional bus services, is an issue for the Liverpool City Region Mayoral Combined Authority, as local transport authority, to consider. The Government is providing significant funding to the Combined Authority to improve local transport through its Growth and Devolution Deals. In addition, the recent Budget increased the Metro Mayor’s Transforming Cities Fund allocation by £38.5 million to £172.5 million for investment in local sustainable transport priorities, including bus. Improvements to local rail links are included in the new Wales and Borders franchise let by the Welsh Government.

To ask the Secretary of State for Transport, what steps his Department is taking to improve public transport links between Birkenhead and the Deeside Industrial Park.
Public transport links will be improved by the commitment in the new Wales and Borders franchise let by the Welsh Government to improve service frequency on this line, with refurbished trains, from 2021. In addition, the Department for Transport is providing the necessary funding to develop a strategic outline business case for improvements to rail journey times between Wrexham and Bidston.

To ask the Secretary of State for Environment, Food and Rural Affairs, how many animal cruelty offences and convictions have taken place in Flintshire County in the last three years.
The number of offenders proceeded against and found guilty of offences under Sections 4 to 8 of the Animal Welfare Act 2006, in the North Wales Police Force area, from 2014 to 2016, can be viewed in the table below. From 1 January 2015 Flintshire Local Justice Area merged into North East Wales Local Justice Area and this is why the table sets out the data for both areas.

To ask the Secretary of State for Transport, what alternative arrangements have been made for residents of Flintshire to take driving tests during the temporary closure of the Chester driving test centre.
The Driver and Vehicle Standards Agency (DVSA) are committed to providing testing in the Chester area, from mid-February DVSA will offer both car and motorcycle practical tests from Cheshire County Sports Club as a temporary measure. In the meantime, DVSA is continuing to look for a new permanent site in the Chester area.

The above figures reflect the individual residents who have taken a test at Chester in each year. Where someone has used the test centre in more than one year, they will be counted in each of those years.
The number of individuals is based on the number of unique driver licence numbers. If someone has been issued with a new driver licence number, for example if they have changed their name, both driver licence numbers will be counted.
