To ask His Majesty's Government what assessment they have made of (1) the outcomes for university students being taught by franchises, with particular regard to their (a) future income, (b) knowledge and subject understanding, (c) health and wellbeing, and (d) capacity to participate in public life, and (2) the impact...
Information on student outcomes in higher education (HE), including broken down by those studying at franchised providers, is published by the Office for Students (OfS). The OfS also publishes National Student Survey results.
The government has identified concerns about parts of the franchised HE sector, including recruitment practices, quality and the protection of public money. In response, we have introduced a requirement for larger franchise providers to register with the OfS as a condition of access to student finance. Registered providers must meet the OfS's conditions of registration, including requirements relating to quality, student outcomes and the interests of students as consumers.
The government has not made a specific assessment of the impact of inducements on prospective students, including those who might otherwise lack the interest or ability to complete HE. However, HE providers must comply with consumer protection law and have regard to Competition and Markets Authority guidance, and OfS works with relevant regulators where concerns arise.

We passed the Bus Services Act last year, to give local leaders greater control over their bus services. Local authorities can choose the model that works best for their area, including franchising.
We are backing that choice with funding, expert advice and practical support. Although decisions on transport are devolved, I’d encourage the Scottish Government to follow in our footsteps to deliver better outcomes for passengers.
Would the Minister encourage the Government’s traffic commissioner for Scotland to build on the remarkable success of bus franchising in Manchester, and work with the Scottish Government to emulate the success of Manchester’s Bee Network in my constituency of Paisley and Renfrewshire North?

As reporting from Greater Manchester’s Bee Network shows, bus franchising can deliver improved services for passengers, and the Government are taking steps to support the roll-out of bus franchising in England. To ask the Secretary of State for Transport, whether her Department maintains a list of which local transport authorities are seeking to make use of the franchising powers in the Bus Services Act 2025.
Decisions on whether to pursue bus franchising are for individual local transport authorities and local leaders to make, with the new powers streamlining the franchising process for those that choose to do so.
The Department is committed to making bus franchising quicker, easier and cheaper to deliver and provides support to authorities that wish to explore this option through its franchising support package. In particular, funding has been provided to York and North Yorkshire, Cheshire West and Chester, Hertfordshire, Cornwall and Cumbria to explore different franchising models in areas considering franchising.
The Department for Transport does not maintain a formal list of local transport authorities seeking to make use of the franchising powers in the Bus Services Act 2025.
