To ask the Secretary of State for Energy Security and Net Zero, what oversight mechanisms apply to research or testing in the UK relating to (a) solar radiation management and (b) atmospheric aerosol deployment.
The Government is not deploying Solar Radiation Modification (SRM), including stratospheric aerosol injection, and has no plans to deploy these technologies given the significant uncertainties surrounding their potential climate and environmental impacts.
The Department works closely with the UK research community to ensure research that advances scientific understanding of the risks and impacts associated with SRM is conducted responsibly and complies with all domestic and international regulations.

The start and end dates of the 3 projects are as below:
‘Marine Cloud Brightening In a Complex World’ commenced on 25 August 2025 and will end on 30 September 2027.
‘A REsponsible innovation Framework for assessing noveL spray tEChnology research To examine local albedo changes from marine brightening and its multi-scale impacts (REFLECT)’ commenced on 10 June 2025 and will end on 31 July 2028.
‘Evidence-based Assessments to Guide Perceptions, Governance, and Ethical Frameworks for South Asia: Comparing Marine Cloud Brightening Deployment Strategies vis-à vis Carbon Dioxide Removal and Mitigation Efforts’ commenced on 27 June 2025 and will end on 26 June 2028.

ARIA's Exploring Climate Cooling programme, which explores the feasibility, efficacy, safety and governability of climate cooling approaches, including Marine Cloud Brightening, is ongoing. ARIA has committed to publishing the outcomes of its research in this space to support better-informed decisions.

The Advanced Research and Invention Agency’s (ARIA) ‘Exploring Climate Cooling’ programme has allocated £8.53 million of funding over 3 years to 3 projects that examine the effect of spraying seawater on cloud reflectivity. These projects focus on modelling, small-scale controlled outdoor experiments, and governance.
Any outdoor experiments will be subject to an environmental impact and legal assessment, which will be made publicly available before any outdoor experiment takes place. They will be limited in size, scale, and time-bound, so the effects dissipate within 24 hours or are fully reversible.
As set out in ARIA’s Framework Agreement, ARIA has unique operational freedoms, including over its research and project choice and its procedures. The government supports ARIA’s mission to fund transformational research programmes with long-term benefits.

The Advanced Research and Invention Agency (ARIA) is an independent research body, and they are conducting cautious, controlled research aimed at improving understanding of the risks and impacts of Solar Radiation Modification. This will produce important information for decisions around the world.
Project REFLECT, funded under ARIA’s ‘Exploring Climate Cooling’ programme, looks to investigate Marine Cloud Brightening, by exploring whether spraying seawater could increase the reflectivity of clouds. The programme aims to responsibly test various methods of spraying seawater to explore the risks and viability of this approach. Over an initial 3-year period, the project will focus on computer modelling and indoor tests. This independence allows ARIA to take bold steps to better understand the world we live in, and the Government supports ARIA exploring critical areas like this.

Marine-based GGR techniques present potential environmental risks that need to be managed alongside potential climate benefits. Our priorities are developing the evidence base and establishing a science-based framework for regulation of these techniques.

The Advanced Research and Invention Agency’s (ARIA) ‘Exploring Climate Cooling’ programme, backed by £56.8 million, has been designed to build an evidence base which will enable scientists to better understand and properly assess whether or not Earth cooling approaches could help to mitigate climate change safely.
ARIA is an independent research body, and they are conducting cautious, controlled research aimed at improving understanding of the risks and impacts of Solar Radiation Modification. This will produce important information for decisions around the world.
Whilst ARIA is not intending to hold a public consultation on the Exploring Climate Cooling programme, ARIA has put in place an independent oversight committee, made up of international experts, to support governance of outdoor experiments and communication of their findings. Projects with field trial components will be subjected to risk and impact assessment by an independent team of experts and subjected to a degree of co-design with local communities; the results of both exercises will be publicly available prior to any outdoor experiment taking place. An independent assessment will also take place on completion of any outdoor experiment, also to be made publicly available.

The Government is not in favour of using Solar Radiation Modification (SRM). Given the significant uncertainty around the possible risks and impacts of deployment on the climate and environment, the Government is not deploying SRM and has no plans to do so.
The Department works closely with the research community to evaluate the latest research on the potential risks and impacts of solar radiation modification.

The Department engages regularly with UK Research and Innovation (UKRI), and its constituent Councils, on a range of research and innovation priorities.
In April 2025, UKRI’s Natural Environment Research Council (NERC) invested £10 million in four research projects on solar radiation modification (SRM). These projects cover stratospheric aerosol intervention; marine cloud brightening; the environment’s response to SRM; and the cooling potential of lesser-known SRM approaches. These projects will not involve outdoor experiments.
