The Child Maintenance Service (CMS) continues to engage regularly with stakeholders as we consider CMS reform. We are currently considering the recommendations from the Gingerbread report ‘Fix the CMS’ alongside other potential changes we have been discussing with stakeholders.
To ask the Secretary of State for Work and Pensions what assessment he has made of the report from the Gingerbread charity into the Work programme and single parents; and if he will change the operation of the Work programme in response to the findings of this report.

The Gingerbread charity report made broad statements on the basis of a survey which interviewed only nine people who took part in the Work programme which is not a statistically significant sample size upon which to make such statements and therefore no firm conclusions can be drawn.
We will continue to monitor how effective the Work programme is at supporting lone parents into employment and will consider the findings in due course.

That this House congratulates Gingerbread on the launch of its One Parent Family Charter of Rights; agrees that lone parents are equal citizens and that they and their children have the right to participate equally in society, lone parents have the right to a freedom of choice as to whether to stay at home with their children or to work, lone parents have the right to good quality, easily accessible and affordable child care for children up to the age of 14 years, lone parents and their children have the right to a level of income which enables them to lead a full and contented life, lone parents and their children have the right to good quality housing and parity with two parent families in allocation of council accommodation, lone parents have the right to a fairer and more sympathetic legal system with conciliation services and a family court, lone parents and their children have the right to a free, efficient and accessible health service, lone parents have the right to training opportunities to make the most of their educational potential and earning capacity, children of lone parents have equal rights in education including higher education and lone parents have the right to access to information on welfare benefits and other services available to them; and calls upon the Government to bring in policies aimed at implementing the charter.
