The Animal Health and Welfare grant scheme is part of the broader Animal Health and Welfare Pathway (the Pathway), which remains focused on the most commonly farmed species: pigs, dairy cows, beef cattle, laying hens, broiler chickens and sheep. This approach was co-designed with industry, non-government organisations and welfare scientists, and has shaped the development of the support offered, including the scope and items list for the grant. There are currently no plans to make an assessment of the impact of not including goats in the eligibility criteria as they are not one of the most commonly farmed species.
The Department remains committed to working collaboratively with industry to ensure that grants are targeted towards those who need them most and where they can deliver the most benefit for food security, animal health and welfare, and nature.

Guidance for grants under the Farming Equipment and Technology Fund 2025 was published on 7 May ahead of opening to applications on 29 May. These grants are available to keepers of pigs, dairy cows, beef cattle, laying chickens, broilers and sheep.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of the potential merits of banning electronic collars for (a) sheep and (b) goats.
No such assessment has been made.
Defra did commission the independent Animal Welfare Committee to examine the welfare implications of using virtual fencing systems on livestock, where livestock are fitted with electronic collars as part of a system for containing, monitoring and moving livestock. The Committee’s report was published in October 2022: https://www.gov.uk/government/publications/awc-opinion-on-the-welfare-implications-of-using-virtual-fencing-for-livestock/opinion-on-the-welfare-implications-of-using-virtual-fencing-systems-to-contain-move-and-monitor-livestock#introduction. We are keeping the issue under review.
All livestock are protected by comprehensive and robust animal health and welfare legislation: the Animal Welfare Act 2006 makes it an offence either to cause any captive animal unnecessary suffering or to fail to provide for the welfare needs of the animal; and The Welfare of Farmed Animals (England) Regulations 2007 set down detailed requirements on how farmed livestock should be kept.

We continue to monitor the impact of the Covid-19 disruption on all sectors and dairy producers and are committed to providing support. Dairy producers are eligible for a range of support, including the Covid-19 Business Interruption Loan Scheme, the Bounce Back Loan Scheme, deferral of VAT payments, and the Self-Employed Income Support Scheme. The Bounce Back Loan Scheme will ensure that the smallest businesses can access up to £50,000 loans with a Government 100% guarantee on each loan, to give lenders the confidence they need to support the smallest businesses in the country. We will also cover the first 12 months of interest payments and fees charged to the business by the lender.
Businesses in England can also apply for the Local Authority Discretionary Grants Fund, which supports small and micro businesses with fixed property costs that are not eligible for other grant schemes, and which have suffered a significant fall in income due to Covid-19.

The Government is aware of the predicament facing producers of goat’s milk following the decision by two processors to give notice of contract termination to at least some of their suppliers. Whilst this is fundamentally a commercial matter to which producers and processors are best placed to develop a sustainable solution, we welcome the recent statement from the Milking Goats Association encouraging goats’ milk producers to engage closely with their processors, and to establish export relationships and new markets.

My right hon. Friend is right. There is a particular problem in Cheshire, which is why two years ago we introduced six-monthly surveillance testing. We held a consultation in December on changing the way in which we calculate compensation rates on other species, including sheep and goats. The pig industry has some concerns and we are reviewing and addressing them. It is important to recognise that we already pay compensation to people with sheep and goat farms affected by TB.
