To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of implications of her Department's policies of the recommendation in the report entitled Project Willow, published on 29 May 2025, to include biochar from digestate in agricultural use policy.
Biochar is not yet widely used in UK agriculture, but its use is growing, particularly as a soil improver rather than as a fertiliser. The Government is supporting research through the Biochar Demonstration Project and working with the British Standards Institution to develop a robust methodology for greenhouse gas removals and assess biochar’s wider benefits and risks.

The Government recognises the importance of securing a sustainable future for Grangemouth and is carefully considering the recommendations arising from Project Willow.
Defra officials continue to support the cross-government Grangemouth Investment Taskforce in its efforts to attract investment to the site. Projects under consideration include advanced plastics recycling initiatives.

Syngenta has stated that no final decision has been made but it has begun a formal consultation process with employees and trade union representatives and has indicated it remains committed to considering alternative options and potential pathways forward.
We are working closely with Syngenta, the Scottish Government and other partners to secure the best possible outcome for the site and its workforce. We will continue to engage constructively with the company throughout the consultation, including exploring opportunities to retain, transfer or repurpose operations or assets and protect as many jobs as possible.
The UK government are considering the implications of recent announcements and will continue to work with partners to ensure affected workers are supported.

My hon. Friend is a constant advocate for the Grangemouth site. Last night, I and my officials met representatives of the National Wealth Fund and the Office for Investment to push forward on this. We have a taskforce meeting on Monday at which, among other things, we will be pushing for faster action to prepare the groundwork for investment, so that we can deploy the £200 million from the National Wealth Fund that we have set aside.

Projects applying to and funded through the Advanced Fuels Fund were at various stages of development and would not necessarily have secured a location for project development and construction. Between 2022-2026, the Advanced Fuels Fund received around 75 applications across a wide range of locations including industrial clusters. Project location information where it is available for the Advanced Fuels Fund is published on gov.uk.

The Chancellor rightly consulted on including refined products in the carbon border adjustment mechanism to level the playing field for domestic refining—a level playing field the Tories did not pursue before the closure of Grangemouth was announced in 2023. Will the Chancellor meet me and other colleagues to discuss the merits of accelerating the inclusion of refined products in the CBAM?

I thank my hon. Friend for all the work he has done to support the workers from Grangemouth. I wrote to him earlier this week on the case of his two constituents. The training fund was set up to provide that support. We will continue to look at it, and I am happy to meet him to discuss it further.

My hon. Friend is right: £200 million is available for such projects. The initial £14.5 million of funding that was announced will help businesses to test the feasibility of their project ideas in order to secure long-term funding from the National Wealth Fund.

Grangemouth refinery was converted into an import terminal in April 2025 and supply in Scotland and the UK have continued as normal. The UK remains well supplied through a combination of domestic production and imports. The UK continues to have sufficient operational refining capacity, including at Fawley, Humber, Pembroke and Stanlow. There has been no disruption to fuel supply, and the Government continues to monitor supply resilience closely.

The UK Government is working closely with the Scottish Government and our investment agencies on options for investment in Grangemouth and have received over 140 enquiries. At the 2025 Autumn Budget, we announced £14.5 million funding to support these projects, complementing the National Wealth Fund’s £200 million commitment for co-investment in Grangemouth.
On 11 December 2025, the UK Government awarded up to £1.5 million to MiAlgae to build its first commercial facility at Grangemouth, a biotechnology project expected to create 130 jobs over the next five years. As a condition of the grant funding, eligible Grangemouth oil refinery workers will be given a job interview guarantee.
Retaining skilled jobs at Grangemouth is important and we are also funding a ‘training guarantee’ for all Grangemouth refinery staff to receive training to help them into new, good jobs with local employers.
