The loss of Grangemouth’s refinery was a loss to Scotland’s economy. The Chancellor rightly consulted on including refined products in the carbon border adjustment mechanism to level the playing field for domestic refining—a level playing field the Tories did not pursue before the closure of Grangemouth was announced in 2023. Will the Chancellor meet me and other colleagues to discuss the merits of accelerating the inclusion of refined products in the CBAM?

My hon. Friend is right: £200 million is available for such projects. The initial £14.5 million of funding that was announced will help businesses to test the feasibility of their project ideas in order to secure long-term funding from the National Wealth Fund.

Grangemouth refinery was converted into an import terminal in April 2025 and supply in Scotland and the UK have continued as normal. The UK remains well supplied through a combination of domestic production and imports. The UK continues to have sufficient operational refining capacity, including at Fawley, Humber, Pembroke and Stanlow. There has been no disruption to fuel supply, and the Government continues to monitor supply resilience closely.

The UK Government is working closely with the Scottish Government and our investment agencies on options for investment in Grangemouth and have received over 140 enquiries. At the 2025 Autumn Budget, we announced £14.5 million funding to support these projects, complementing the National Wealth Fund’s £200 million commitment for co-investment in Grangemouth.
On 11 December 2025, the UK Government awarded up to £1.5 million to MiAlgae to build its first commercial facility at Grangemouth, a biotechnology project expected to create 130 jobs over the next five years. As a condition of the grant funding, eligible Grangemouth oil refinery workers will be given a job interview guarantee.
Retaining skilled jobs at Grangemouth is important and we are also funding a ‘training guarantee’ for all Grangemouth refinery staff to receive training to help them into new, good jobs with local employers.

The UK and Scottish Governments are working together to progress all investment at Grangemouth. To support this, on 11 December we announced the first project to benefit from this £14.5m funding, the Scottish biotech company MiAlgae, which will receive a total of £3 million from both governments to develop an innovative new project on the Grangemouth site, using byproducts from whisky distillation. This investment is expected to support around 310 jobs over the next five years.
This is the first of a number of projects we are working to bring to the site, though at this moment in time, we cannot provide further information on future allocations of funding due to commercial sensitivities. On 17 December we went further, committing £120 million in support for the ethylene plant at Grangemouth. The UK Government remains firmly committed to delivering a successful low-carbon future for Grangemouth.
