To ask the Secretary of State for Transport, whether his Department has made an assessment of the potential merits of reinstating direct trains from Greenwich and Woolwich to London Charing Cross.
The train operator Southeastern are responsible for the detailed planning and operation of their timetable. The realignment to Cannon Street, as the terminal station for Woolwich Line services, was required to reduce congestion at the busy Lewisham Junction and delivers the most benefit for the greatest number of passengers by improving punctuality, reducing cancellations, and improving the network’s ability to recover from disruption.
Passengers on the Woolwich Line wishing to travel to Charing Cross now need to change at either Lewisham or London Bridge where there are frequent connecting trains.
I understand that this structural change is fundamental to delivering the operational and performance benefits of Southeastern’s new timetable.

To ask the Secretary of State for Education, how many parents of deaf children participated in British sign language courses that were funded through the adult education budget in Greenwich and Bexley in each of the last three years.
About 60% of the adult education budget (AEB) has been devolved to Mayoral Combined Authorities and the Greater London Authority, which includes Greenwich and Bexley. Devolved areas decide how to make best use of AEB provision to meet learner needs of their areas and decide which providers to contract with to deliver AEB-funded learning.
According to data held by the department on the Individualised Learner Record, there were 10 adult (19+) education and training learning aim enrolments in the 2021/22 academic year by learners living in the London Borough of Bexley or the London Borough of Greenwich with ‘British Sign Language’ or ‘BSL’ in their aim title. In 2020/21, there were 10 enrolments and in 2019/20 there were 20. The department does not hold information as to whether the learners taking these aims have deaf children. Further clarity on use of the AEB in London may be provided by the Greater London Authority.
These figures do not correspond to learners, as learners may enrol on multiple aims. Additionally, these are funded adult (19+) education and training aim enrolments, so they will include AEB-funded learning, as well as other funding provision, such as advanced learner loans.

NHS England has no plans to reconsider the closure of the Clover Health Centre in Greenwich, NHS England is assured there is capacity in local general practitioner (GP) surgeries to support patients registered at Clover Health Centre. NHS England is carefully managing the dispersal of the patient list to other local GP surgeries to ensure that patients receive continuity of care. NHS England is supporting all patients to register with an alternative GP surgery and is providing additional support, including translation and interpretation services, for those who need it. NHS England is also working with community representatives to ensure patients from minority groups receive the support they need.

These properties were built with major defects by Countryside Properties, and they are now owned by Samnas. We recognise the importance of ensuring public access to indoor and outdoor pools and that swimming is a great way for people of all ages to stay fit and healthy. The responsibility of providing this access lies at Local Authority level, and the government continues to encourage Local Authorities to support swimming facilities.
We appreciate the impact rising energy prices will have on organisations of all sizes, including on leisure operators. In September the government announced the Energy Bill Relief Scheme, under which businesses and other non-domestic energy users (including swimming pools) will be offered support. The EBRS is currently under review to ensure support is targeted to the most vulnerable sectors.
Officials in my department are in regular contact with representatives from the sector to assess the impact of rising energy costs, and how operators such as Greenwich Leisure and local authorities are responding to them.
Sport England has invested £12,775,274 in swimming and diving projects since April 2019, which includes £9,360,002 to Swim England. This is in addition to the £100 million National Leisure Recovery Fund, which supported the reopening of local authority swimming pools throughout the country after the pandemic.

The Mayor of London is responsible for air quality and transport strategy in the capital, and through Transport for London, is also responsible for managing the Transport for London Road Network, and for managing traffic on the river.
Local authorities are required to review and assess local air quality and to take action where there are high levels of air pollution. Defra provides support for local authorities through statutory guidance, a dedicated helpline and assessment tools. In London the Mayor provides this support.

In 2020/21, we are providing over £700 million to tackle homelessness and rough sleeping across England.
Greenwich have been allocated £951,740 through rough sleeping programmes in 2020/21. This includes Rough Sleeping Initiative funding to support the establishment or enhancement of coordinated local services for rough sleepers or those at risk of sleeping rough, £413,207 Next Steps Accommodation Programme funding to prevent as many as possible of those brought in during the Covid-19 pandemic returning to the streets and Cold Weather Funding: giving local areas the tools they need to protect people from cold weather and the risks posed by Covid-19.
Bexley have been allocated £240,000 through rough sleeping programmes in 2020/21. Bexley have been allocated £190,000 in funding through the Next Steps Accommodation Programme and Cold Weather Funding.
Both authorities are also being closely supported by our MHCLG Rough Sleeping Initiative advisers and Homelessness Advice and Support Team. These expert advisers are pro-actively working with local areas and will continue to support these authorities with the implementation of the Homelessness Reduction Act and the Rough Sleeping Initiative.
Both authorities produced delivery plans setting out how they will be supporting rough sleepers. Delivery plans were used in the allocation of Next Steps Accommodation Programme funding.

The Department worked closely with the Harris Federation and the London Borough of Greenwich to develop proposals for Harris Academy, Avery Hill. The Department submitted a planning application in June and is in consultation with the local community. The outcome of the planning application is expected in November.
The Department publishes capital costs for all free schools on GOV.UK once all works are completed and costs are finalised. These include acquisition and construction costs.

The Heat Network (Metering and Billing) Regulations 2014 require heat suppliers to notify their heat networks to the Office for Product Safety and Standards (OPSS). The data is collected for compliance and enforcement purposes. OPSS are able to provide a partial postcode for the heat networks in the Borough, should this be requested. However, the names of heat suppliers and the exact locations of heat networks in the Royal Borough of Greenwich cannot be published as it is commercially sensitive information. Additionally, this data will fall within the definition of ‘personal data’ where it includes information relating to an identifiable person who directly, or indirectly, can be identified by the linking of other data sources. This means it will be subject to the General Data Protection Regulation / Data Protection Act 2018, and consent would be needed from the heat suppliers for its release.

The management of level crossings on the UK rail network is an operational matter for Network Rail, who are the infrastructure managers of Britain’s railways.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment he has made of the potential risk from contamination to the Bowring sports ground as a result of flooding from the River Quaggy.
The water quality in the River Quaggy is tested regularly by the Environment Agency, however river water quality is only one factor that can contribute to contamination in a flooding event. In times of flood there is the potential for additional contamination such as sewage leaking from flooded drains.
Public Health England has published guidance for those responding to flooding emergencies and undertaking subsequent recovery activity. This guidance includes the potential public health risks associated with the flooding of sport playing fields and is available to view here:

The Department and NHS England have not formally defined the term ‘seldom heard groups’, which is used by Greenwich Clinical Commissioning Group (CCG).
NHS England published statutory guidance for CCGs and NHS England on patient and public participation in commissioning health and care. A copy of this guidance can be found at the following link:

The CCG Improvement and Assessment Framework has an indicator (50) within the leadership domain that assesses CCGs involvement of patients and the public against a range of criteria including equalities and health inequalities. The indicator is based on the statutory guidance and so provides an assessment of CCG performance in this area. The 2017/18 data is available on MyNHS.
