Just before Easter, a development of 500-plus homes in my constituency, predicated on building a brand-new Howard of Effingham school, was withdrawn after a decade of commitment to the plan. The developer is expected to proceed with a new application without a school. The community and school are understandably angry and upset. What powers does the Minister have to ensure that developers can be held to such long-term commitments, and will he meet me to discuss the issue and its implications in my constituency and more widely?

In Bellfields and Slyfield ward in my constituency, the local GP surgery is squeezed into a unit that is part of a parade of shops, and it is clearly no longer the size needed for the growing community. The team do a great job in spite of the challenges. Will the Minister set out the steps the Department is taking to support community health hubs in areas like this ward, in order to bring GP and wider services together locally and improve facilities and access for my residents?

We have the £102 million primary care estate fund, which can help with refurbishments and improving the functionality of primary care, particularly GP surgeries. If the hon. To ask the Secretary of State for Transport, what assessment she has made of trends in the level of time taken for driving tests in (a) Farnborough, (b) Basingstoke and (c) Guildford; and what steps she is taking to help reduce the backlog of those tests.

The Driver and Vehicle Standards Agency’s (DVSA) main priority is upholding road safety standards while it works hard to reduce car practical driving test waiting times.
DVSA does not employ driving instructors. Whilst DVSA does not have the power to either increase or limit the number of approved driving instructors (ADIs), the number of instructors on DVSA’s ADI register has increased in the last few years.
DVSA is committed to providing its customers with the best service possible. The agency continually reviews its estate to ensure it represents good value for money and is efficient. It currently has no plans for any additional driving test centres.
The table below shows the average waiting time, in weeks, for a car practical driving test in, Basingstoke, Farnborough and Guildford driving test centres for each of the last six months.

On the 23 April, the Secretary of State for Transport appeared before the Transport Select Committee and announced that DVSA will take further actions to reduce waiting times for all customers across the country.
Further information on these actions, and progress on DVSA’s 7-point plan announced in December 2024, can be found on GOV.UK.
DVSA’s 7-point plan included recruiting 450 driving examiners (DE). In its recent recruitment campaign, DVSA advertised for five DEs for Farnborough and Guildford. DVSA’s recent recruitment activity in the area has resulted in:
two DEs successfully completing their training and are now providing car practical driving tests;
two DEs currently in training;
one DE waiting to begin training; and
two DEs completing pre-employment checks.
DVSA also advertised for three DEs in the Basingstoke and Greenham (Newbury) area.

Delivering our manifesto commitment to tackle child poverty is an urgent priority for this Government. The Ministerial Taskforce is working to publish a Child Poverty Strategy looking at levers across four key themes of increasing incomes, reducing essential costs, increasing financial resilience; and better local support especially in the early years. This will build on the reform plans underway across government and work underway in Devolved Government
The Taskforce is listening to experts and campaigners across the UK and ensuring the voices of families and children with experience of poverty are brought into policy thinking and decision making as part of the development of the Child Poverty Strategy. This includes three key stands of work – a Parents and Carers Forum, engagement with the Changing Realities Project and research with children and young people.
We know that good work can significantly reduce the chances of people falling into poverty. The Get Britain Working (GBW) White Paper, with £240 million investment, sets out ambitious plans to reform employment support, including £15 million to support trailblazers and local development of GBW plans.
The vital work of the Taskforce comes alongside our commitments to triple investment in breakfast clubs to over £30 million, introduce a Fair Repayment Rate for deductions from Universal Credit, improve the adequacy of the standard allowance with the first sustained above inflation rise in the basic rate of Universal Credit since it was introduced and increase the National Living Wage to £12.21 an hour to boost the pay of three million workers.

The A3 connects London to Portsmouth through Guildford, and I was delighted to see the new Solent freeport announced last week, which will increase traffic flows. As the A3 narrows through Guildford, it is sadly the most polluted road in the strategic road network. Short-term sticking plasters such as putting up 9-metre-high air pollution barriers that will entrench divisions in Guildford is not acceptable to me or my constituents. Does my right hon. Friend agree with me that it is time to think big, it is time to think long term and it is time to tunnel the A3 under Guildford?

I am told that National Highways is developing a range of different possibilities and solutions for the A3 through Guildford, and I know the Department for Transport will consider the case as it plans its future infrastructure investments.

These files have not been reclassified. The files were held as a single collection with a closed status at The National Archives and a review date of 2019.
