By 2028-29, this government will have made available a 24.3% increase in Core Spending Power, worth £16.6 billion since coming into power in 2024-25. For Havering, the Settlement makes available up to £329.7 million, which is an increase of 33.5% compared to 2024-25.

Our local government finance reforms get money to where it is needed, but we recognise the challenging context for councils as they continue to deal with the legacy of the previous system. The government has announced a further £77m of Exceptional Financial Support to enable the Council to set a balanced budget in 2026-27 and continues to work closely with the Council.

The Department for Transport does not hold this data. Local authorities publish some financial information relating to parking fines on their websites.

All local authorities have a statutory responsibility to provide appropriate traffic management schemes for their roads; therefore they are free to make their own decisions about the streets under their care, provided they take account of the relevant legislation. They are accountable to local people for their decisions and their performance.

The 10-Year Health Plan sets out ambitious plans to boost mental health support across the country. This includes transforming mental health services into 24/7 neighbourhood mental health centres, improving access to Mental Health Support Teams, expanding talking therapies and giving patients better access to 24/7 support directly through the National Health Service App.

Nationally, the Government is investing an extra £688 million this year to transform mental health services.

We are also delivering on our commitment to recruit an additional 8,500 mental health workers for children and adults by the end of this Parliament. We are more than halfway towards this target, which will help to ease pressure on busy mental health services.

Responsibility for commissioning of mental health services sits with integrated care boards (ICBs). It is the role of local ICBs to consider what mental health services are needed for their populations and include the perspectives of healthcare professionals, patient advocacy groups and local authorities.

No new hotels have been commissioned to accommodate asylum seekers in the London Borough of Havering since 10 February 2025. When a hotel has been identified for use as contingency accommodation, Home Office officials will write to the local authority Chief Executive and the constituency MP to inform them of plans to accommodate asylum seekers there.

The Government wishes to promote thriving, mixed use high streets across the country, and through the Plan for Change, is fostering the conditions for economic growth upon which the health of high streets depends.

Local leaders also have a vital role in supporting high streets and my department engages with local authorities and other partners regularly. The Mayor of London and London councils have published a growth plan to boost jobs and prosperity. Boroughs like Havering are obliged to promote the health of town centres through the planning system, and the Government has introduced new High Street Rental Auction powers enabling all councils to tackle persistent vacancy on high streets.

More widely, Business Improvement Districts (BIDs) like the London Riverside BID and Romford Town Centre BID in Havering can also play a role in attracting investment and improving trade.

The Government is committed to tackling modern slavery, ensuring that all victims are provided with the support they need to begin rebuilding their lives and that those responsible are prosecuted.

The Government offers support to all adult potential and confirmed victims of modern slavery in England and Wales through the Modern Slavery Victim Care Contract (MSVCC). Consenting adults who are potential victims of human trafficking can access safe and secure accommodation and financial support where necessary, and a support worker who will facilitate access to other support including medical assistance and mental health support, through the Modern Slavery Victim Care Contract.

Local authorities are responsible for safeguarding and promoting the welfare of all children in their area, including child victims of modern slavery. The Independent Child Trafficking Guardianship (ICTG) service, which is being piloted in Havering London Borough, also provides support to potential child victims of modern slavery. An ICTG offers direct or indirect support and advocacy to ensure the child is protected from further harm, and promote their child's recovery.

Bike theft has a significant impact on individuals and for too long, many victims have felt not enough was being done to prevent their bikes being stolen or track down the thieves responsible.

As part of this Government’s Plan for Change, our Safer Streets Mission is determined to clamp down on the crime that damages our communities, and affects people’s lives, and tackling theft is a crucial part of that work.

The BTP-led National Cycle Crime Group, working with DfT, have set up Cycle Crime Reduction Partnerships across the country to coordinate regional enforcement activity to disrupt organised cycle theft.

We are also delivering on our commitment to restore and strengthen neighbourhood policing, recruiting 13,000 police personnel into neighbourhood roles, ensuring every community has a named officer to turn to, and doubling investment to £200 million to kickstart this.

The NHS England Cancer Programme has commissioned clinical cancer audits, including for prostate cancer, which provide timely evidence for cancer service providers of where patterns of care in England may vary. These audits will help NHS England understand where to increase the consistency of access to treatments and help stimulate improvements in cancer treatment and outcomes for patients. The audits are ongoing and will act on their findings in due course.

The National Cancer Plan will include further details on how we will improve outcomes for cancer patients, including for those living with prostate cancer. The plan will highlight how we aim to improve diagnosis rates for people across England, including in Havering.

The NHS Long Term Plan states that, where appropriate, every person diagnosed with cancer will have access to personalised care, including needs assessment, a care plan, and health and wellbeing information and support. This includes provision of information, empowering people to manage their care and the impact of their cancer. We are committed to ensuring that all cancer patients get access to these interventions, ensuring care is focused on what matters most to each person, including for older people in Havering.

Rainham Marshes is designated as part of the Inner Thames Marshes Site of Scientific Interest (SSSI) of particular importance for breeding birds, wintering waders and wildfowl. The site also supports several priority habitats.

There is currently a five-year Countryside Stewardship Higher Tier agreement in place with the RSPB on Rainham Marshes. The agreement works towards maintaining favourable condition of the SSSI. Its objective is to maintain and enhance the wet grassland habitat for breeding and non-breeding birds and undertake management for other priority species.

Natural England provides advice to RSPB as managers of the SSSI.

Ministers regularly consider visits across the country to see the impact of their policy areas. Any plans to visit specific locations will be notified to the relevant Members of Parliament in advance.

This Government’s commitment to supporting the school-based Combined Cadet Force and the Cadet Expansion Programme in schools remains unchanged. Therefore, we continue to invest £3.6 million per year in the programme so that more young people can enjoy the benefits of the cadet experience.

In light of this, I have also directed that a review be undertaken to ascertain how we can deliver more cadet activity, and to do more for our cadets, both in schools and in wider communities.

This government wants every young person to be able to pursue the post-16 education and training pathway that sets them up with the skills to achieve, including ensuring that more young people have access to the opportunities T Levels provide. 21 T Levels are now available and the department has introduced three new subjects this academic year, with a further T Level planned for September 2025.

Over 250 providers across the country deliver T Levels, including Barking and Dagenham College in the Romford area, which is now offering six T Levels, and New City College, which is offering seven T Levels. Both colleges have benefited from capital funding to support the development of industry standard facilities and equipment for T Level students in the area.

T Levels are promoted to young people via the department’s national ‘Skills for Life’ communications campaign, supported by regional PR and partnership work with organisations such as Snapchat and UCAS. Schools can also access face to face support from advisers who offer information on T Levels to support students’ and teachers’ understanding of the opportunities they provide.

The department’s annual T Levels Week will take place from 2 to 6 December this year and will see providers, employers and the department’s 800 member-strong T Level ambassador network sharing student stories to raise the profile of T Levels and drive-up student demand across the country.

This Government is committed to tackling the poor state of our roads and has pledged to help local authorities to fix our pothole-ridden road networks. As part of this, it will help enable local highway authorities in England to fix up to a million more potholes a year.

At Budget 2024, the Chancellor announced an extra £500 million for local highway maintenance for the 2025/26 financial year, an increase of nearly 50% compared to the current financial year. The Government will confirm 2025/26 funding allocations to local highway authorities in due course.
