The Government is committed to ensuring that there is a good solution for every building and that consumers have access to a range of suitable low-carbon heating technologies.
Through the Warm Homes Plan, which was published earlier this year and represents the biggest public investment in home upgrades in British history, the Government is rolling out cost-effective, clean energy technologies that reduce bills and carbon emissions including solar, batteries, and heat pumps.
Universal grants of up to £9,000 are available for heat pump installations through the Boiler Upgrade Scheme, and we recently expanded eligibility for the scheme to include grants of up to £2,500 for both air-to-air heat pumps and heat batteries.
Low-income households can access fully-funded grant support for various technologies through the Warm Homes: Local Grant, delivered through local authorities, and the Warm Homes: Social Housing Fund, delivered through social housing providers.

The government recognises that heat batteries can play a role in decarbonising domestic heating, noting their ability to take advantage of time-of-use electricity tariffs through charging at off-peak times. The government has committed to provide grants through the Boiler Upgrade Scheme, with a value of £2,500, that can support the installation of heat batteries, once appropriate product, design and installation standards have been implemented, including robust consumer protections.
Officials within DESNZ are in regular contact with Association for Decentralised Energy, engaging with them on bringing heat batteries onto the Boiler Upgrade Scheme and the potential role heat batteries can play within the government’s overall aims.

All government supported heat pump installations are required to be certified by the Microgeneration Certification Scheme (MCS). This provides consumers with access to additional redress routes within the MCS framework.
In the first instance, all consumers should raise their concerns with their installer, relevant consumer code or certification body.
We are committed to reforming the consumer protection system for Government supported home upgrades and are consulting on proposals.

Low carbon heating systems are already an effective way to reduce household energy bills and are widely deployed across Government grant schemes to support low-income households. Analysis suggests a typical home could save around £130 a year compared with a gas boiler if they use a well-installed, efficient heat pump alongside a suitable smart tariff.
In terms of building regulations, heating systems such as boilers and heat pumps are defined as fixed building services. Their replacement in existing dwellings is covered by Part L and associated statutory guidance, which states the new system should not produce more emissions or consume more energy per kWh of heat than the system being replaced. This supports important principles not just in relation to carbon emissions but also to energy efficiency and affordability.

The government is very aware of the cost-of-living pressures faced by households. The government has removed VAT from electricity bills to give households immediate breathing space. This is in addition to having removed £150 of costs off energy bills since April, plus the extension of the Warm Home Discount which reached 5.7million households last winter. The government recognises some households face additional specific challenges, such as medical needs.
The Government is also investing £15 billion through the Warm Homes Plan, the largest home-upgrade programme in British history, to improve homes, reduce energy costs and help lift one million families out of fuel poverty by 2030. As part of this, the Government is exploring how to enable referrals from the health sector to prescribe a warmer home for those who need it.
One of the biggest practical barriers to providing more targeted help to households is the availability of the right data. DESNZ is working closely with other Government Departments on the National Data Library household income ‘kickstarter’ project to test how public sector data can be better joined up to improve access to government programmes. This will pave the way for better targeted help, ensuring those who are struggling to pay their bills get the support they need.

Around 6 million families are benefiting from the expanded Warm Home Discount.
