To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the need to introduce a legal requirement to consider access to hospital helipads in any planning application in the vicinity of a hospital.
To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the need to introduce a legal requirement to consider access to hospital helipads in any planning application in the vicinity of a hospital.
The government is currently consulting on a new National Planning Policy Framework that includes clearer, ‘rules based’ policies for decision-making and plan-making.
The proposed new Framework gives substantial weight to the benefits of providing new or improved public service infrastructure, including healthcare facilities of all types.
The consultation also sets out updated policy to make clear that public services should not have unreasonable restrictions placed on their current or permitted operation as a result of development being approved after they were established. This means that development proposals should be capable of being integrated effectively with existing public service activities and infrastructure in their vicinity.
The consultation will remain open for responses until 10 March 2026 and can be found on gov.uk here.

To ask Her Majesty's Government which heliports operating scheduled flights have Point in Space approach navigation aids.
The exact landing procedures in place at each licensed UK aerodrome can be found in the UK’s Aeronautical Information Publication which is available on the “nats-uk.ead.it” website at no cost.
There are no UK heliports operating scheduled services which have Point in Space approach navigation procedures, but several helicopter operators are in discussions with the Civil Aviation Authority about establishing such procedures.
The UK’s participation in the EGNOS programme ended on 25 June 2021. Since that date no UK airports, other than the three Channel Islands airports, have any arrival procedures in place linked to EGNOS Working Agreements or should be preparing to use them.
There has been no such assessment of the costs to the aviation industry of establishing the EGNOS procedures.
The Government is continuing to assess the impact on the aviation sector of the UK’s withdrawal from the EGNOS programme but has yet to determine whether there needs to be any UK-led EGNOS replacement.
That this House congratulates everyone involved in the establishment of the Robert Black Memorial Helipad in Campbeltown; particularly notes the vital contribution made by Ambulance Technician Stuart McLellan who as well as overcoming many legal and logistical obstacles, also successfully raised £270,000 and attracted the support of many local residents, organisations and businesses including Eric Spence from South Kintrye Development Trust, the County Air Ambulance Trust, MacFadyens Contractors and McKinven and Colville Contractors in order to build the helipad; understands that there has been a need for a community helipad in South Kintyre for many years due to the unsafe nature of the previous landing site, which often resulted in emergencies being diverted to Campbeltown Airport or being forced to make a four hour transfer by road; and commends Stuart and everyone involved for their efforts and recognises the new Robert Black Memorial Helipad as a fitting and lasting tribute to the highly respected and dearly missed Campbeltown Paramedic Robert Black who sadly died of covid-19 in 2020.
