The overall impact on immature fish is not assessed at a national level.
However, in granting licences to control protected birds Natural England consider the evidence of damage provided by the applicant (for example the impact on immature fish) as well as the conservation status of the species.
Additionally, the Environment Agency have funded advisory posts to support affected fisheries using income from fishing licence sales. The current arrangement is part of the angling services contract awarded to the Angling Trust which pays for three posts that provide specialist management advice to angling clubs and fisheries owners impacted by cormorants and other fish predators.

We have not received any representations on protecting the bittern under phase one of the 2016 Special Protection Area (SPA) Review.
We have however received an SPA review phase two report from the Joint Nature Conservation Committee, which sets out potential options to address the insufficiencies identified in the phase one report. Officials are currently considering the implications of the report in liaison with Natural England, noting that work to refine these options will need to be prioritised in order to make best use of resources.
For the bittern, the report highlights that there are SPA insufficiencies, which may be addressed by adding the species as a feature of other existing SPAs, where it is present in sufficient numbers. This confirms that the species has expanded in numbers and range, indicating that our conservation measures, including the SPA network, are proving effective.

Like all wild birds, the bittern is protected by the Wildlife and Countryside Act 1981. Under this Act it is an offence to kill or injure any wild bird; take, damage or destroy the nest of any wild bird while that nest is in use or being built; and take or destroy an egg of any wild bird.
Bittern habitat is also protected and improved through being designated and managed as Special Protection Areas under the EU Habitats Directive, and as Sites of Special Scientific Interest.
In 1994 Natural England (then English Nature) initiated a Bittern Recovery Programme. By 2012 restoration of approximately 2500 hectares of bittern reed-bed habitat at 80 sites across the UK had been achieved. This resulted in an increase of bittern numbers, from a 1997 low of 11 males to a high of 140 males in 2014.

That this House condemns Post Office Chairman, Michael Heron, for failing to stand up for the Post Office as a publicly-owned community service by his recent welcoming of the Government's recommendation in a Green Paper to sell off its majority share; notes that the Government's view has not been approved by Parliament and there will now be a period of consultation in which politicians and the public alike can respond; believes that large salaries are not paid to public servants like Mr Heron to pre-empt public consultation; recognises that such public servants should carry out the will of Government if, and only if, it has been approved by Parliament, further notes that privatisation has not been agreed by Parliament and that it is only one option amongst many; further recognises that public opinion polls show that the vast majority of people want to keep the Post Office in the public sector, even if it should also be allowed commercial freedom to raise capital and meet growing competition; and urges the Post Office chairman to issue a public apology for this dereliction of his duty to the public.
