That this House expresses concern over proposed cuts to Irish Sea herring quotas, which threaten Northern Ireland’s fishing communities and economy; notes that local Agri-Food and Biosciences Institute surveys show healthy stocks of the herring population in the Irish Sea; believes that the models used by ICES are flawed; calls on the Secretary of State for Environment, Food and Rural Affaits to maintain a TAC of 6,000–7,000 tonnes in 2026 to protect the industry and allow time to resolve modelling issues.

To ask the Secretary of State for Environment, Food and Rural Affairs, whether it is his policy that a zero total allowable catch limit be set for the herring stock in ICES divisions 6a and 7b-c.
Whilst joint scientific advice is issued for the herring stock in ICES divisions 6a and 7b-c, they are managed separately. Since 2016, a small Total Allowable Catch (TAC) has been set based on ICES advice to enable monitoring of the stock, specifically the levels of mixing between different stocks North and South. TAC setting for 2021 will be a matter for negotiation, using this and any other available scientific evidence.

The Government opposes the European Commission’s proposal for a prohibition on driftnet fisheries, which is not consistent with the new regional fisheries management approach under the reformed Common Fisheries Policy. We strongly support the continuation of sustainable driftnet fisheries such as the herring fishery in northern Devon. I recently wrote to the Fisheries Commissioner to highlight our concerns and we will continue to seek other opportunities to do so.
