To ask the Secretary of State for Health and Social Care, what steps he is taking ensure that heterosexual men’s (a) access to and (b) awareness of Pre-exposure Prophylaxis reach the same level as other demographics.
We are firmly committed to increasing access to, and awareness of, Pre-Exposure Prophylaxis (PrEP) for all population groups, including heterosexual men. This will be a key objective in our new HIV Action Plan which is currently being developed, and which we aim to publish this year.
PrEP is funded via the Public Health Grant and delivered via local sexual health services, whilst the cost of the drug itself is funded by NHS England. In 2025/26 we are increasing funding through the ringfenced Public Health Grant to £3.858 billion. This represents a significant turning point for local health services, marking the biggest real-terms increase after nearly a decade of reduced spending, between 2016 and 2024. This additional funding has been provided to support local government with the pressures facing the sector, including from potential additional costs relating to HIV PrEP.

HIV is a priority for the Government, and we have commissioned a new HIV Action Plan for 2025 to 2030, to achieve no new HIV transmissions within England by 2030, which we aim to publish in summer 2025.
The new action plan will include a focus on ensuring equitable access to HIV prevention programmes, and scaling up HIV testing with a particular focus on heterosexual men and women.

HIV Prevention England (HPE) is the national HIV prevention programme for England and is funded by the Department. The programme aims to support communities who are disproportionately affected by HIV, including gay, bisexual and men who have sex with men and Black African heterosexual men and women. The Department has appointed Terrence Higgins Trust, a national charity who provide services related to sexual heath and HIV, to deliver the programme from 2021/2024. HPE delivers a nationally co-ordinated programme of HIV prevention work, including public campaigns such as National HIV Testing Week, that is designed to complement locally commissioned prevention activities in areas of high HIV prevalence.
The table below shows the funding that has been provided specifically for HIV public health campaigns within the HPE contract:

The Department does not provide funding for separate national HIV public health campaigns specifically targeted at women or the black community or heterosexual women and men.

The HIV Action Plan sets out continued investment in pre-exposure prophylaxis (PrEP) through the Public Health Grant and to develop a plan to improve the delivery of and access to PrEP in specific population groups. We are currently gathering evidence to understand why some population groups who would benefit from PrEP are under-represented and to identify potential barriers to access. This evidence will be considered by the PrEP Access and Equity Task and Finish Group.

The Government is currently conducting an evaluation of the Shared Parental Leave and Pay scheme which has included commissioning and interrogating information collected through large scale, representative, surveys of employers and parents and a qualitative study of parents who have used the scheme. We intend to publish our findings later this year and will then be in a position to share detailed data on the scheme.
