The deteriorating security situation in Gaza after 15 months of conflict has been very concerning. Humanitarian actors including UN agencies must be able to carry out their vital work safely and effectively. We welcome reports that aid is now entering Gaza safely and at scale. Israel must now continue to work with partners to ensure law and order is reestablished in Gaza so that safe distribution of aid across the Gaza strip is sustained. The UK is also pressing Israel to increase the flow of aid from Jordan and Egypt, alongside more commercial goods from Israel, the West Bank and neighbouring countries.

The Government has been in close contact with partners in responding to the forced diversion of FR4978 and the arrest of Roman Protasevich by the Belarusian authorities. The UK has worked in the G7, NATO, and the United Nations Security Council and as Co-Chair of the Media Freedom Coalition to condemn the Belarusian regime's appalling and dangerous actions. The Government welcomes the International Civil Aviation Organisation (ICAO) Council's decision to launch a fact finding mission into the incident.
NATO issued a statement on 26 May strongly condemning the incident and the Foreign Secretary raised it at the meeting of NATO Foreign Ministers on 1 June, highlighting the assault on civil aviation law and calling on Allies and Partners to stand together and send a clear message of unity against such actions.
The UK and Lithuania collaborate extremely closely, both bilaterally and through multilateral bodies such as NATO and the Joint Expeditionary Force (JEF), to address threats to regional security. The Foreign Secretary will be speaking with Foreign Minister Landsbergis to assure him of the UK's steadfast support for Lithuania's actions in response to this unprecedented act, and that the UK stands ready to work with Lithuania to hold the Belarusian authorities to account.

The UK commends Malta for the swift action of its armed forces to the recent hijacking of ElHiblu 1 and for allowing the 108 rescued migrants to disembark. This latest incident highlights the desperation of these migrants and the urgent need to establish a more predictable voluntary relocation mechanism, as being discussed within the EU. An international response is required to effectively tackle irregular migration and to prevent any future occurrence of hijacking.
To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the Libyan Government to hold a full inquiry into the events that led to BOAC flight 045 to Khartoum on 22 July 1971 being forced to land at Benina airport, Libya; and if...

The UK does not intend to make representations to the Libyan Government to hold a full inquiry. However, we have made formal appeals to both the present and previous Libyan governments for any information they have on this case. We will continue to encourage the Libyan authorities to engage on this and other legacy issues arising from the actions of the Gaddafi regime.

My Lords, I think that we have heard enough during this debate to realise that, in relation to Somali pirates and Somalia generally, there are very few grounds for optimism. That is made even more worrying by the fact that we are dealing with a failed state—an almost ideal, typical...

My Lords, this report is another landmark for the European Union committee, just as Operation Atalanta is a flagship of the EU's post-Lisbon foreign policy. Like my noble friend Lord Alton, I will focus not on shipping but more on international development. I congratulate the Royal Navy on leading the...
