No such discussions have taken place recently. Holyhead Station is managed by Transport for Wales who are answerable to Welsh Ministers. Regular discussions between the UK and Welsh Governments on rail improvements take place via the Wales Rail Board.

The performance of Avanti West Coast (AWC) services between London and Holyhead has not been good enough, with too many cancellations and delays. Poor Network Rail infrastructure reliability has also contributed to the disruption felt by passengers.
The former Secretary of State met with AWC and Network Rail in July to challenge them on poor performance and demand immediate action to deliver urgent improvements.
As part of its recovery plan, AWC will introduce 25 new weekly services on its Chester and North Wales route from 15 December 2024. In addition, AWC expects to complete work to replace its diesel trains with a brand-new fleet of modern bi-mode Hitachi trains on the North Wales Mainline by May 2025, offering more space and a quieter journey for passengers.

Funding for the Holyhead Hydrogen Hub was first announced in 2021 to allow the project to proceed subject to affordability and value for money. We have been working closely with the project consortium, alongside Welsh Government and Ambition North Wales, as the project has developed.

Avanti West Coast (AWC) has made significant progress in recovering from recent poor reliability and punctuality, but we are clear that performance is still not good enough and there is more to do. Officials continue to closely monitor and review AWC’s progress to a sustained recovery, restoring services reliably on the West Coast Main Line and delivering good value for the taxpayer. Officials regularly meet with AWC senior management to review performance and we will always hold AWC to account for matters within its control.
Over the next few months AWC is working to introduce a brand-new fleet of bi-mode Hitachi trains offering more space and a quieter journey for passengers along the North Wales mainline.

HM Revenue & Customs (HMRC) does not have port data prior to 2021 as the UK was part of the European Union and customs declarations were not required for these movements. Trade data for intra-EU movements was collected via monthly Intrastat declarations which did not collect information on ports.

We are working closely with the rail industry to develop and deliver on the Government priorities outlined in the Prime Minister’s Network North announcement, which includes an unprecedented £1 billion investment to fund the electrification of the North Wales Main Line, bringing parts of North Wales within an hour of Manchester. We are in the early stages of planning the next steps for this scheme and will share further information when that work is complete. Our investment is intended to enable the operation of electric trains over the full North Wales Coast line between Holyhead and Crewe.

Friend give to my constituents that he is doing everything he can to restore the number of direct trains from London to Holyhead to pre-pandemic levels?

There has been engagement with Welsh Government counterparts - as well as weekly engagement at official level - about the inland border sites in North Wales. Provision of Border Control Posts for SPS checks is a devolved matter. However, Defra, HMRC, Wales Office, and Welsh Government are working constructively to define an appropriate control regime for customs and biosecurity checks to be in place and operational at the sites in Parc Cybi from 1 January.
The Warrington Inland Border Facility has been operational since January 2021 and has the capacity to handle more than 700 goods vehicle movements per day for customs checks. Together with other inland border facilities, such as Birmingham and Sevington, there is more than adequate capacity to accommodate any shortfall capacity at Welsh ports and inland sites in January 2022, should this be needed.

As part of the Union Connectivity Review (UCR), independently chaired by Sir Peter Hendy CBE, an assessment will be made on the feasibility of a fixed transport link between Great Britain and Northern Ireland. This study will solely focus on the technical viability of such a construction and will outline an estimation of its potential costs and timescales.
As with the wider UCR, the Fixed Link Feasibility Study is independent of Government and is being led by Professor Douglas Oakervee CBE and Professor Gordon Masterton OBE, with support from a dedicated engineering function.
As with any assessment at this early stage, it is important to consider the broad range of options, so a route between Holyhead and Dublin is being assessed as a comparator. Since this route is not the main focus of the study, only high-level discussions around it have taken place. These have been facilitated by the independent technical team leading the study.

HMRC are working in partnership with the Welsh Government to provide for a joint Inland Border Facility/Border Control Point in North Wales, exploring suitable sites. Part of this consideration includes access to and from sites from the strategic road network.
