On 28 April, the Minister of State for International Development met with Peace Brigades International and Honduran human rights defenders in London to discuss the report in question, and she reinforced the UK's calls for stronger protections for human rights defenders and indigenous groups in Honduras.
All UK companies operating overseas, including those with investments, direct operations, and supply chain links in Honduras, are expected to respect human rights in line with the UN Guiding Principles on Business and Human Rights and the Organisation for Economic Co-operation and Development Guidelines for Multinational Enterprises.
Through the Trade Strategy, the Government is reviewing its approach to responsible business conduct, including options to strengthen human rights and environmental due diligence in global supply chains. The Department for Business and Trade will update the House in due course.

The UK recognises the importance of addressing land dispossession and forced evictions in Honduras. Our Embassy in Guatemala City, which maintains our relations with Honduras, closely monitors cases of criminalisation, intimidation, and defamation against human rights defenders working on environmental issues, as well as communities at risk of eviction or already displaced. Officials at our Embassy and in London maintain regular contact with civil society organisations on this issue. The UK publicly supports the efforts and struggles of these communities and engages in diplomatic advocacy with the authorities in Honduras.

The UK condemns the killing of Juan Lopez in September 2024. Human rights defenders working on environmental issues should be able to work without fear of reprisal, wherever they are. Our Embassy in Guatemala City, which maintains our relations with Honduras, issued a statement following Mr Lopez's death urging the authorities in Honduras to urgently investigate this case. Officials at our Embassy in Guatemala City and in the UK are in regular contact with civil society organisations regarding human rights in Honduras.

The UK recognises the importance of combatting illicit and uncontrolled gold mining to prevent the negative impact it has on biodiversity and people, including in both Honduras and Guatemala. We regularly raise this issue with host governments in the region, working in conjunction with other international partners to help mitigate the impact of illegal gold mining.

When I [Minister Rutley] met with Foreign Minister Reina on my visit to Honduras in April, I raised the issues of attacks against human rights and environmental defenders. During the visit I also spoke with representatives from civil society groups about protecting space for environmental and human rights defenders.
Support for human rights in Honduras is a continuing priority for the FCDO. Our officials in the region regularly discuss challenges with the Honduran Ministry of Human Rights and the Ministry of Foreign Affairs. FCDO officials joined a UN Peace-building Fund Donor Mission to Honduras in March, visiting projects aimed at decreasing violence and instability and addressing land and environment conflicts. Officials also met Reynaldo Dominguez when he visited London with NGO Peace Brigades International last year to discuss the situation of Human Rights defenders in Honduras.

A State of Exception was declared by the Honduran Government in November 2022 to combat gang-related extortion. I [Minister Rutley] visited Honduras on 18 April. During my visit, I discussed the security situation with Eduardo Reina, the Honduran Foreign Minister, and underlined the importance of a balance between the reduction of violent crime and the continued protection of human rights. I also highlighted this balance during my meeting with the Honduran Ambassador to the UK in January. Our Embassy in Guatemala City, which also covers Honduras, continues to monitor the situation closely, including the recent extension of the State of Emergency.

Honduran recognition policy is a matter for the Honduran Government. The UK's long-standing position remains that the Taiwan issue should be settled peacefully by people on both sides of the Taiwan Strait through dialogue, and not through any unilateral attempts to change the status quo.

Support for human rights in Honduras is a continuing priority for the British Embassy to Tegucigalpa, and officials regularly call on the Honduran Ministry of Human Rights and the Ministry of Foreign Affairs to discuss human rights challenges in Honduras. We urge the Honduran authorities to carry out a full investigation into the murders of Honduran environmental defenders Aly Dominguez and Jairo Bonilla. Officials met Aly Dominguez's brother when he visited London last year to discuss the criminalisation of and the need to protect Human Rights defenders in Honduras.

The British Embassy in Guatemala (which develops and maintains relations between the UK and Honduras) has paid close attention to the cases of individual human rights defenders in Honduras, including the cases of the environmental defenders from Guapinol. Officials from the Embassy virtually attended court hearings in December 2021, January and February 2022, as well as sharing key messages on social media calling for due process and the Rule of Law to be respected. The Embassy has also called on the Ministry of Human Rights and the Ministry of Foreign Affairs on several occasions. We have used these meetings to raise concerns about these and other human rights defenders, and the improper use of the Penal Code to punish human rights defenders, especially in rural areas. Support for the exercise of human rights in Honduras will be a continuing priority for our Embassy.

On 17 May, the Minister of State for the Pacific and Environment, the Rt Hon Lord Zac Goldsmith, met with Honduran Secretary of State, Carlos Madero. They discussed Honduras' reconstruction plan, environmental issues, and vaccines. The UK provided immediate humanitarian support to Honduras in response to the devastation caused by storms Eta and Iota, which struck Central America in November 2020. The UK also contributed £1m to the International Red Cross for their post-hurricane relief efforts, and an additional £224k worth of relief items were delivered by the Royal Fleet Auxiliary vessel Argus. Honduras has so far received 200,000 doses of COVID-19 vaccine through the COVAX mechanism. The UK is fully committed to COVAX as the best way to ensure global equitable access for priority vulnerable populations, and that is why we have donated more than £548 million to the process. The British Embassy in Guatemala City (non-Resident for Honduras) has regularly engaged with the Honduran government and the private sector about the impact of the pandemic, and storms Eta and Iota, including facilitating donations from GSK (1,000 inhalator chambers, and 1,844 boxes of Panadol) to the Honduran Government, and supporting communication between AstraZeneca and the Honduran Minister of Health.
