To ask the Secretary of State for Transport, if she will have discussions with the Office of Rail and Road on the potential merits of increasing the number of northern services from (a) Seaham and (b) Horden train stations.
Rail North Partnership, on behalf of the Department and Transport for the North is currently examining a business case for the increase in services along the Durham Coast line to these two stations, with effect from the December 2025 timetable. The analysis must balance the economic and social benefits of this enhancement with the performance of existing services and the financial impact on taxpayer subsidy.

The Department, through the Rail North Partnership, will continue to work with train operators and stakeholders to assess potential improvements to train services to Horden and Seaham. Any additional services must take into account network constraints on the Durham Coast Line and be justified by passenger demand, as well as affordable within operators’ existing business plans and budgets.

The UK Shared Prosperity Fund will help to level up and create opportunity across the UK for people and places. The Government will set out further details of the UK Shared Prosperity Fund in a UK-wide investment framework soon.
A portion of the Fund will target places most in need across the UK, such as ex-industrial areas, deprived towns and rural and coastal communities. It will support people and communities, opening up new opportunities and spurring regeneration and innovation. Its funding profile will be set out at the next Spending Review.

The Government is supporting the regeneration of towns and communities by targeting further investment at places most in need.
The new Levelling Up Fund will invest in local infrastructure that has a visible impact on people and their communities and will support economic recovery. The Fund will be open to all local areas and allocated competitively. We will prioritise bids to drive growth and regeneration for places in need, those facing particular local challenges, and areas that have potentially benefitted less from Government investment in recent years. We will publish a prospectus for the fund and launch the first round of competitions later this year.
The UK Shared Prosperity Fund (UKSPF) will also help to level up and create opportunity across the UK for places most in need, such as ex-industrial areas, deprived towns and rural and coastal communities, and for people who face labour market barriers.
The Spending Review set out the main strategic elements of the UKSPF in the Heads of Terms. The Government will publish a UK-wide investment framework in 2021 and confirm its funding profile at the next Spending Review.

Officials from Rail North met with Durham County Council on 21 April to discuss its aspirations for a new station at Horden and potential funding sources, including the New Stations Fund. The new station may also be included in the draft Rail North Single Investment Plan.

Horden Station is currently being worked on by Durham City Council and is in the advanced stages of the design phase of development. The outcome of this phase will give direction to the funding requirements and delivery plans going forward.

The construction of a new station at Horden is being promoted by Durham County Council and funded from the North East Local Enterprise Partnership Growth Deal. To date, no approval has been sought from the Secretary of State for its opening. The Department would expect the sponsors to work with the future Northern franchisee to develop a deliverable plan.
The Invitation to Tender for the northern rail franchise, published in February 2015, confirmed that we would be asking bidders to replace the Pacer trains and introduce 120 new-build vehicles by January 2020. This is part of our transformation of rail travel in the north and a step in the creation of a northern powerhouse for the UK economy.
The Government established Transport for the North (TfN) in October 2014 to formalise cooperation on transport issues in the North. The aim is for TfN to speak with one voice to Government on the transport priorities for the whole of the North. The Department is working closely with TfN and Rail North to develop and prioritise the rail options so that the first tranche is ready for consideration as part of the Government’s Rail Investment Strategy for the next rail investment period (CP6, 2019 – 2024).
There is currently a two-hourly Northern service on the Middlesbrough-Sunderland-Newcastle route, with a couple of extra services. By December 2017, this will become an hourly service.
