I encourage the local authority to get a grip of this issue. Of course, Reform-led councils do not have a great record. It is the party with the most councils that are red-rated on potholes and so on, and I encourage it to take action on this issue.

To ask the Secretary of State for Education, what steps her Department plans to take to help increase enrichment activities for children and young people in educational settings in Hyndburn.
To ask the Secretary of State for Education, what steps her Department plans to take to help increase enrichment activities for children and young people in educational settings in Hyndburn.
The department is committed to ensuring all young people across England can access a wide range of enrichment opportunities at school and college, as part of our mission to break down barriers to opportunity and ensure all children deserve a childhood with a wide range of things to do away from screens.
In our response to the Curriculum and Assessment Review, and in the Every Child Achieving and Thriving Schools White Paper, we set out our ambition to introduce an enrichment entitlement for every pupil, underpinned by a core enrichment offer that every school and college should aim to provide.
This is supported by the new Enrichment Framework, which sets out benchmarks, case studies and practical tools to help schools and colleges plan high-quality enrichment more strategically.
We are also putting in place support for wider provision, including through PE and School Sport Partnerships, Music Hubs, and the £22.5 million Enrichment Expansion Programme, delivered with the Department for Culture, Media and Sport, supporting up to 400 schools in the most deprived areas of England to meet these benchmarks. ‘Every Child Can’, funded through the Dormant Assets Scheme, will deliver £132.5 million for new activities programmes delivered through schools, community programmes, weekend activities and holiday provision, structured around the same five categories as the Enrichment Framework.
The Pride in Place programme supports community cohesion by backing locally led change—local people coming together, whatever their background, to determine their own priorities for putting pride back at the heart of their community.

I have established a Get Hyndburn Working group, which is bringing together local organisations, schools, the Department for Work and Pensions, voluntary sector organisations, the college and our training providers to tackle economic inactivity and look at the high levels of our young people who are out of work, training and education. Does the Minister agree that Pride in Place funding could play a key role in supporting these place-based, collective approaches to tackling such issues?

I congratulate my hon. Friend on bringing that working group together. That is an excellent use of her role as a Member of Parliament to support her community to have a bigger say, and to enable them to share their ideas and creativity about how to tackle local priorities in the circumstances she is talking about—the important matter of getting people into work and guaranteeing them a better future.

In Hyndburn and Haslingden, we are hoping to have a very happy new year, as we hope to hear the announcement that both Rishton Station and Church and Oswaldtwistle Station have been successful in the Government’s Access for All scheme. Can any indication be given of when we might hear the announcement, and will the Government look favourably on them?

It is worth noting that 75% of all rail journeys now take place from step-free stations, with 220 stations made step-free under Access for All. We have 300 in the list for the next batch, and my hon. Friend will be pleased to know that hers are in that long list. We will decide shortly which ones to take forward next year.

After speaking to residents in Mercer Park in Hyndburn this weekend following the successful “Let’s Move Hyndburn” event, it came to my attention that we have a real lack of disabled facilities in parks across Hyndburn and Haslingden. Will the Minister agree to meet me to discuss how we can provide local authorities with the funding that they need, so that people do not have to travel outside of the constituency?
After speaking to residents in Mercer Park in Hyndburn this weekend following the successful “Let’s Move Hyndburn” event, it came to my attention that we have a real lack of disabled facilities in parks across Hyndburn and Haslingden. Will the Minister agree to meet me to discuss how we can provide local authorities with the funding that they need, so that people do not have to travel outside of the constituency?

Whether it is Oswaldtwistle or Accrington, we need to make sure that people living with disabilities have the support they need, and we will make sure that a meeting happens quickly, whether with myself or with another Minister in the Department.

There are 24,000 more teachers now than in 2010. The quality of teaching is the most important in school factor in improving outcomes for children, especially for those from disadvantaged backgrounds. Evidence is clear that high quality professional development can lead to improved pupil attainment.
The Department has invested in transforming training for teachers and head teachers. Every teacher and head teacher now has access to high quality, evidence based training and professional development at every stage of their career, starting with initial teacher training (ITT).
By 2024, a reformed ITT provider market will be delivering quality assured training leading to qualified teacher status (QTS) that places a greater emphasis than ever before on embedding structured practice into courses, ensuring trainees are ready to thrive in the classroom.
A new system of higher quality training provider partnerships will be supported by £36 million to introduce new Quality Requirements, including better training for mentors and the delivery of new, cutting edge, intensive training, and practice activity. Every teaching school hub will be involved in ITT to ensure that training places are available across the country.
QTS is considered desirable for teachers in most schools in England. In some schools, including academies, free schools, and independent schools, QTS is not a legal requirement. Academies have a fundamental freedom to employ talented people who do not necessarily have QTS.
Most teachers in all schools, including academies, have QTS and have undertaken initial teacher training. In the 2021/22 academic year, the latest data available, 14,771 teachers (headcount) did not have qualified teacher status, equivalent to 2.9% of teachers.

Can he confirm that the second round will be confirmed in the White Paper, and will he visit my home of Hyndburn and Haslingden to see at first hand how the money would be spent?
