To ask the Secretary of State for Education, what assessment her Department has made of the contribution of independent training providers to meeting skills needs in the industrial, energy and net zero sectors; and what steps she is taking to ensure independent training providers have access to adequate and sustainable...
The department assesses the contribution of training providers to meeting skills needs through analysis of delivery, provider capacity and employer demand, alongside Skills England’s assessment of national and local skills needs.
This includes provision supporting industrial, clean energy and net zero sectors.
Independent training providers are an important part of the skills system and can access government funding through programmes and contracts for which they are eligible, including apprenticeships. The department reviews provider capacity, delivery, and employer demand to assess how skills provision funded by the government is meeting the needs of priority sectors.

The Department publishes data on international comparisons of non-domestic electricity prices on GOV.UK. The Government recognises that electricity prices are an important factor in data centre investment decisions, alongside access to power, grid connection times, planning and wider infrastructure considerations. The Government continues to work with industry, Ofgem and the National Energy System Operator to improve electricity system efficiency, accelerate grid connections and support investment in strategically important digital infrastructure.

The Carbon Border Adjustment Mechanism (CBAM) is led by HM Treasury and administered by HM Revenue and Customs. While the Ministry of Defence has not made a formal assessment, we have engaged with defence industry partners who have raised the potential impact of CBAM on the defence sector, including compliance costs and the administrative burden on suppliers. The Department continues to work with HM Treasury, HMRC and industry to ensure these effects are understood as CBAM is implemented.

The Ministry of Defence recognises the importance of maintaining resilient and secure supply chains, including for critical components used in protected mobility platforms. Decisions on whether a capability should be maintained in the United Kingdom are considered on a case-by-case basis, taking account of factors including national security, operational independence, supply chain resilience, value for money and the availability of industrial capability within the UK. The Government continues to assess where sovereign industrial capabilities are required to meet Defence needs and support national security objectives.
When procuring protected vehicle glazing, armour, vehicle protection systems and other platform components, MOD follows relevant procurement and commercial policies and considers factors such as operational requirements, security of supply, resilience, and the ability of suppliers to support capability throughout its life. The Department is committed to strengthening the UK defence industrial base and supply chain resilience, as set out in the Defence Industrial Strategy, while ensuring that procurement decisions deliver the capability required by the Armed Forces.

As part of our commitment to support SMEs and aid UK growth, the MOD and QinetiQ, who operate MOD’s Test & Evaluation ranges, have introduced a Test & Evaluation Innovation Gateway to accelerate access and availability to the MOD’s Test & Evaluation ranges. Alongside this, the T&E Transformation Programme is launching the Test and Evaluation Marketplace by the end of 2026. This will help T&E users, both within Defence and industry to connect with suitable T&E facilities, capability and support services from both defence and the private sector.
Further announcements will be made in due course in relation to expanding SME access to T&E resources and facilities.

Following its launch in 2021, the T&E Transformation programme has concluded its discovery phase, launched its programme concept for future test and evaluation (Future Advantage through Evaluation) and is in its first delivery phase aligning to key outcomes highlighted in the Strategic Defence Review, Defence Industrial Strategy and Defence Investment Plan. Progress to note this year is its delivery of Flight Termination Systems, T&E activity at BATUS and the planned launches of the T&E Marketplace and the High-Fidelity Synthetic T&E Range.
