To ask the Secretary of State for Health and Social Care, what information his Department holds on trends in the number of children born via surrogacy abroad, in particular in (a) Kazakhstan and (b) Nigeria.
The Department has not made an assessment of the potential impact of the increase in the number of children entering the United Kingdom who have been born through surrogacy in countries where commercial surrogacy operates, on the UK's not-for-profit surrogacy framework.
The Foreign, Commonwealth and Development Office have published advice for those considering surrogacy overseas, which is available at the following link:

This clearly sets out the possible risks and the processes for returning to the UK with a child born through an international surrogacy arrangement.

The UK is committed to standing up for Freedom of Religion or Belief (FoRB) globally. No one should live in fear because of what they do or do not believe in. We will work to uphold the right to Freedom of Religious Belief through our position at the UN, G7 and other multilateral fora and in our bilateral work.
Our Embassy in Astana works actively with local non-governmental organisations in Kazakhstan to support interfaith dialogue and engage authorities in constructive negotiations with religious groups. The Embassy has hosted four events in the last 12 months, bringing together representatives of a variety of majority and minority religious groups, alongside international organisations, and state bodies. The resulting recommendations are under review by government. The UK will continue to be a leading voice in support of Freedom of Religion and Belief in Kazakhstan.

The UK remains concerned about human rights abuses in China, including in Xinjiang, where Uyghurs and other predominantly Muslim minorities remain subject to arbitrary detention and persecution. We also condemn the use of transnational repression, including the intimidation or harassment by foreign governments of their critics overseas. We continue to raise our concerns with China at the highest levels, most recently in the Prime Minister's meeting with President Xi Jinping in January.

UK officials have discussed the cases of Sabry Quaraishi and Mohammed Al-Gbari with representatives of the United Nations High Commissioner for Refugees (UNHCR). They will remain in contact with the UNHCR and continue to track these cases.
The Foreign Secretary has not raised these cases with the governments of Kazakhstan or Yemen but has consistently called on partners to respect their obligations not to force persons to return to a country where there are substantial grounds for believing they would be in danger of being subjected to torture.

The British Embassies in Astana and Dushanbe monitor the situation in country for refugees, including from Afghanistan, and lobby relevant authorities on their obligations under international law when necessary. I raised human rights with my Kazakh and Tajik counterparts in February 2025 and October 2024 respectively. We continue to encourage all states, including Kazakhstan and Tajikistan to uphold international human rights obligations.

The Foreign, Commonwealth and Development Office has not conducted a review into the activities of the Duke of York when Special Representative for Trade and Investment in Kazakhstan from 2001 to 2011.
The UK engages with Kazakhstan regularly, with The Minister of State, Stephen Doughty recently hosting the 8th UK-Kazakhstan Strategic Dialogue in London. Kazakhstan is the UK's largest trading partner in Central Asia; the total bilateral trade in goods and service was £2.8 billion in the four quarters to the end of Q3 2024.

The UK Government has no plans to respond to the joint statement made by Kiribati and Kazakhstan, as their statement is inconsistent with the UK's position on the legacy of nuclear tests. However, we recognise efforts to address the impact of historic nuclear testing and pay tribute to the veterans and civilians from the Pacific region involved in the tests. The UK has reviewed residual contamination relating to British nuclear tests on Kiribati and concluded that any required remediation had been undertaken.

Illicit finance and corruption undermine our interests and values. The UK is fully committed to working with the Government of Kazakhstan to take actions needed to tackle corruption. We provided training last year to build the capacity and resilience of Kazakh financial institutions and we receive continued cooperation from the government on this issue.
The UK Government does not comment on possible future sanction designations. To do so could reduce the impact of the designations.
