In September 2025 the Local Regeneration Fund (LRF) brought together the Levelling Up Fund, Pathfinders Pilots and Towns Deals, into a single, flexible capital pot; exemplifying this government’s commitment to pushing power to local authorities, reducing burdens and allowing them to get on with delivery.
Overall, local authorities across the UK have been allocated £6,244,132,560 in capital funding through LRF, of which £3,204,986,867 (51.3%) had been reported as spent by local authorities as at 31 March 2026 with some local authorities yet to submit their spend data for the latest reporting period.
Bradford Council manages the LRF allocation for the area , including Keighley. In total the Council has been allocated £96,768,140 in capital funding through LRF, of which £32,235,162 (33.3%) had been reported as spent as at 31 March 2026.
Decisions on managing LRF allocations rest with each authority’s Section 151 Officer or equivalent In the small number of cases where projects are no longer viable, our consolidation means that money can still be used to deliver change. We expect that councils will rescope their plans and use the funding available for a new project in the area that originally stood to benefit, so local residents can feel the improvements to their everyday lives that they have been promised within the timeline of the fund.
I welcome the fact that Cavendish Street in Keighley is to be upgraded thanks to the investment secured through the previous Conservative Government’s towns fund, but among the brilliant local businesses the street is still home to several dodgy shops. They were stripped of their alcohol licences for illegal activity...

These matters are often better decided locally because they depend on local circumstances, but if the hon. Gentleman wants to go into greater detail and hear from the relevant Minister, in case the existing rules are not being applied properly, I encourage him to apply for a Westminster Hall debate.

Keighley Picture House
The petition of residents of the constituency of Keighley and Ilkley,
Declares that Keighley Picture House has been part of the town’s heritage since 1913 and must be saved from redevelopment by Bradford council.
The petitioners therefore request that the House of Commons urge the Government to work constructively with...

I rise to present a petition to save Keighley Picture House from closure. When Bradford council announced its intention to sell the cinema building, there was deep concern that the Picture House cinema—a key landmark, open since 1913—would close with it, as it was advertised for a...

I agree with the hon. Member that the problems we have seen with off-road bikes—the deafening and distressing harassment that they can sometimes cause—are serious. That is why this Government are determined to strengthen the law on off-road bikes to give the police more powers and to put more police on the street. I hope that his party will support that now.

Unfortunately, in certain parts of Keighley—namely Bracken Bank, Guard House, Braithwaite and in other areas—residents are constantly being plagued by selfish individuals who ride motorbikes at high speeds, doing wheelies, wearing balaclavas and revving their engines, and who have no regard for their fellow road users, or indeed, neighbouring residents, who are quite rightly fed up. Can the Home Secretary outline her plans to deal with this increasing problem?

I know my hon. Friend is a passionate campaigner on this issue, having even introduced a private Member’s Bill on it earlier this year. I agree that his council should be working to ensure that it delivers good services for all its residents, including his constituents, and I will certainly arrange for the relevant Minister to discuss his concerns further with him. As my hon. Friend did not do so, maybe I can plug his event this afternoon in the Jubilee Room—a Keighley and Ilkley showcase. Perhaps the Minister can come to that event and discuss it in person then.

Robbie Moore (Keighley) (Con):
For too long, Bradford Council has failed to represent the best interests of my constituents, whether in its catastrophic failures on children’s services, its inability to invest our own council tax back into Keighley and Ilkley, or its refusal to instigate a review into child sexual exploitation across the Bradford district. Local residents and I are fed up of being ignored by Bradford Council, and we want out. Will the Prime Minister meet me to discuss my case for leaving Bradford Council and creating our own unitary authority that better represents Keighley and Ilkley, putting our priorities first?

I beg to move,
That this House has considered abandoned vehicles on public highways.
It is a pleasure to serve under your chairmanship, Mrs Harris. I welcome the opportunity to speak on the important issue of abandoned vehicles on public highways, which unfortunately are quite common in Keighley. As I see it,...

The Minister notes that Bradford Council is one of the country’s worst-offending areas outside London with the highest number of abandoned vehicles. Does she agree that the legislative powers are there for a council to utilise? If so, does she share my frustration that Labour-run Bradford Council is not using...

My hon. Friend makes a powerful and effective point. The jobcentre team in Keighley work with local employers and partners to arrange sector-based work academies to support hospitality businesses along the Airedale corridor. They also run an excellent initiative with Bradford Care Association and Keighley College to fill vacancies in the care sector.

What steps his Department is taking to help fill vacancies and increase employment in Keighley and Ilkley.
Inactivity is down by 300,000 since the covid peak, and UK inactivity is lower than the OECD and European Union averages. Does the Minister agree that the recent labour market statistics provide very encouraging news about the positive work the Government are doing to reduce economic inactivity across the country, notably in areas such as my constituency?

My hon. Friend is right. Economic inactivity is down, employment is up and vacancies are down, thanks in part to the efforts of my hon. Friend and Keighley Jobcentre Plus, whose next jobs fair is on Wednesday week and will be attended by 17 employers across all sectors. I urge everyone in Keighley to attend as well.

Information on the school workforce in England, including subjects taught in state funded secondary schools, is collected as part of the annual School Workforce Census each November. Information is published in the ‘School Workforce in England’ statistical publication, available at: https://explore-education-statistics.service.gov.uk/find-statistics/school-workforce-in-england.
The total number of hours taught for each subject are available at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/38de2951-c92c-46e4-39fb-08db371965b6.
The proportion of those hours that were taught by teachers without a relevant A level or higher level qualification are available at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/ee831a35-e304-4821-bb6a-08db371944c7.
Timetabled teaching is reported for a typical week in November, as determined by the school. It does not cover an entire year of teaching. If there are variations in timetabling across the year, this is not covered in the data available to the Department. To reduce the burden during the COVID-19 pandemic, schools and Local Authorities were not required to provide information on teacher qualifications in the 2020 census.
Data on the subject taught is only collected from secondary schools that use electronic timetabling software that can produce data in the format required. Data is then weighted to provide national totals. Breakdowns by Local Authority and parliamentary constituency are, therefore, not available.
