The Government keeps the security of heating oil supplies, including kerosene, under close and continuous review. The UK benefits from strong and diverse fuel supply chains, with supply available through established domestic and international routes.
The Government works closely with industry to monitor supply, demand and delivery conditions, including through regular engagement with the downstream oil sector and ahead of periods of higher seasonal demand. Government preparedness arrangements are kept under regular review to ensure appropriate contingency planning is in place.

To ask the Secretary of State for Energy Security and Net Zero, what financial support his Department has provided to small businesses in the context of recent trends in the level of kerosene costs.
The government recognises that many businesses across the country will see the global events and be concerned about the impact on their fuel bills. We are monitoring the situation closely and actively engaging with industry and trade associations to understand what support may be needed.
My Rt hon Friend the Secretary of State has written to the heating oil industry setting out our expectations that they adhere to the industry’s Code of Practice.
We have also requested the CMA undertake a detailed examination of the heating oil market and we will work closely with the CMA to understand their findings and develop options to increase consumer protection.

The Department continues to monitor the UK kerosene supply chain as part of its wider monitoring of the security of supply of fuels. The UK benefits from a diverse supply base, including domestic production and imports which are complimented by well‑established distribution networks.
While global market conditions can affect prices, the Government currently has no concerns with the supply of heating oil, and continues to monitor risks closely and engage with industry to ensure the continuity of supply is maintained. Airports maintain stocks of bunkered aviation fuel to support their resilience. We are continuing to monitor the situation with industry.

The government has no plans to ban kerosene-powered private jets. The Chancellor announced changes to the Air Passenger Duty (APD) in the last Budget, which included a 13% increase in APD rates for 2026/27 and a further 50% increase for larger private and business jets.
The government is committed to meeting our climate obligations to reach net zero by 2050 and will set out detail on plans for meeting legislated carbon budgets later this year.

Members of the International Civil Aviation Organisation (ICAO), including the United Kingdom, are prevented from taxing international aviation fuel, or any proxies for fuel, under the Chicago Convention. Sustainable aviation fuel (SAF), such as e-kerosene, is a vital tool for decarbonising aviation and helping the UK reach our net zero goals by 2050.
We already provide strong support to the sector through the Renewable Transport Fuel Obligation (RTFO) and our low carbon fuel industry competitions. To build on this, as part of the Prime Minister's 10 Point Plan for a Green Industrial Revolution, the Government announced £15m for the Green Fuels, Green Skies SAF industry competition, £3m to set up a SAF clearing house, and an intention to consult on a blending mandate to drive SAF uptake in the UK. This consultation ran over the summer and last week the Net Zero Strategy confirmed our ambition to see 10% SAF blended into the UK fuel mix by 2030. We also announced £180m of new funding to support the UK SAF industry and accelerate the development of UK plants.
At the recent Global Investment Summit, the Prime Minister and Bill Gates announced a £400m partnership between Breakthrough Energy Catalyst and the UK Government to drive investment into the next generation of green technologies. The partnership aims to attract private sector investment in the UK, focusing on four key green technology areas: hydrogen, long term energy storage, sustainable aviation fuels and direct air capture.

There is an open market for the supply of petroleum products, including jet kerosene and heating oil, in the UK which provides the best long term guarantee of competitive prices. The Government does not control prices but we do monitor the UK national average cost of jet kerosene and heating oil.
The average cost for wholesale kerosene in September 2016 was 26 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).
The average cost for retail kerosene in September 2016 was 37 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).
The value of the pound sterling has been decreasing against the dollar which means crude oil, which is traded in dollars, becomes more expensive for UK refiners to import. Analysis suggests that on average, at a national level, crude price changes are fully passed through into kerosene prices within a month.
In addition, the price of kerosene is influenced by a range of factors, including refinery capacity, stock levels, distribution costs, retail margins and seasonal factors The supply of kerosene in more remote areas is influenced by increased logistical costs.
I encourage households that use kerosene to heat their homes to join an oil buying group and to shop around for the best deal.
