We take the issue of preventing foreign criminals entering the UK extremely seriously, and we continue to strengthen our borders so that we can prevent crime and protect the public, delivering on this Government’s commitment totackle foreign criminality.
For example, those required to obtain a visa to enter the UK are checkedagainst a range of police, security and immigration databases for details of any UK or overseas criminal record. All applicants are required to provide details of their criminal history. Where it is found that they failed to declare relevantoffences/convictions, their application will be refused, and they will be subject to a ten-year ban from applying to enter the UK.

We follow political and security developments in Kosovo closely, including in the northern municipalities, with British Embassy staff travelling and engaging with communities across the country. We also work closely with international partners, including the North Atlantic Treaty Organization's (NATO) Kosovo Force (KFOR), the Organization for Security and Co-operation in Europe (OSCE), and the EU to monitor developments and support efforts to reduce tensions and maintain stability.

The Home Secretary met with her Kosovan counterpart as part of the Western Balkans Summit Interior Ministers meeting.
They discussed a range of issues in the bilateral relationship, including the UK’s support for Kosovo’s security. The UK remains committed to its close and longstanding partnership with Kosovo.

As one of the first countries to recognise Kosovo’s independence in 2008, the UK has a strong bilateral defence relationship. We continue to play a leading role in the professionalisation of the Kosovo Security Force since its inception in 2009. Today our cooperation focusses on areas including training and exercising, defence education and defence reform. HMG also continue to explore future defence export opportunities to Kosovo. Alongside bolstering Kosovo’s security and resilience, this cooperation aims to support jobs throughout the United Kingdom and maintain our world-class defence-industrial base. Defence exports as well as bilateral defence cooperation were issues discussed when the Kosovan Director for Policy and Strategy met with UK Defence officials in the margins of DSEI in September.

The Driver and Vehicle Licensing Agency has obtained further information that was required from the Kosovan Embassy to progress a driving licence exchange agreement with Kosovo. This agreement remains subject to public consultation and the introduction of domestic legislation and this work is ongoing.

The UK does not pay a UK Unemployment Benefit to people resident in the Balkan region, and the UK has no information about UK nationals resident in those countries receiving benefits administered by those countries.

The UK continues to monitor the security situation in Kosovo closely and UK forces are deployed in country supporting NATO’s KFOR mission to maintain a safe and secure environment. This is consistent with our ongoing commitment to support regional defence and security.
HMG are also currently exploring defence export opportunities to Kosovo. This has the potential to help support jobs throughout the United Kingdom and maintain our world-class defence-industrial base alongside bolstering Kosovo’s security and resilience.
UK export licences would only be granted in accordance with the UK’s Strategic Export Licensing Criteria, which provide a thorough risk assessment framework and require us to consider the possible impact of providing equipment and capabilities. We do not issue licences where to do so would be inconsistent with the Criteria including under Criterion 4 where we determine if there is a clear risk that the items would, undermine overall peace and security.

While I was in Kosovo, I met the President and the Prime Minister, who were seriously concerned about incursions across their northern border, where Kosovo Force troops are based between Kosovo and Serbia. The Foreign Secretary and I have engaged with counterparts in Kosovo and neighbouring states in the Western Balkans several times in recent months. With Kosovo, the Foreign Secretary messaged President Osmani on 30 November, and I spoke to Prime Minister Kurti on 1 December, following the 29 November attack on critical infrastructure in northern Kosovo. I spoke to Serbian Foreign Minister Djuric on 1 December on the same subject. On 3 December I met Albanian Foreign Minister Hasani, Montenegrin Foreign Minister Ibrahimović and Macedonian Foreign Minister Mucunski at the NATO Foreign Ministers meeting, covering a range of bilateral and regional issues including security, growth and aspirations for Euro-Atlantic alignment. In October I also had substantive meetings with Foreign Minister Djuric and Foreign Minister Ibrahimović during the Berlin Process Foreign Ministers Meeting.

The size and shape of NATO's Kosovo Force (KFOR) mission is an operational matter for NATO. The UK would consider any request from NATO, through its established process and procedure, for an increase in the number of military personnel deployed to Kosovo. We remain a key part of KFOR - including with our Strategic Reserve, which deployed for three months at less than five days' notice after the attack at Banjska in the north of Kosovo in September 2023.

The Foreign Secretary messaged Kosovo's President Osmani on 30 November, following the attack on critical infrastructure in northern Kosovo the previous day. He expressed his shock and welcomed the swift work of emergency engineers to contain the damage. He underlined the importance of a full, evidence-based investigation and set out the UK's staunch support for Kosovo as it works to bring the perpetrators to account and to prevent further attacks in coordination with the European Union Rule of Law Mission in Kosovo (EULEX) and the Kosovo Force (KFOR).
