Mr. Dodds: To ask the Secretary of State for Northern Ireland what the total amount of illegal drugs seized by the authorities in Northern Ireland was in each year since 2001; and what the estimated street value was. [189965] Mr. Pearson: The amounts and estimated street values of illicit drugs seized by the Police Service of Northern Ireland and Her Majesty's Customs and Excise are detailed in the following tables. The quantity of drugs seized by the Northern Ireland Prison Service are also outlined however the value of drugs seized within Northern Ireland Prison establishments is not calculated. Customs efforts to protect Northern Ireland from drugs cannot be measured solely on results in Northern Ireland itself. In the years 2001-02 and 2002-03, Customs took out 20,556 kilos of class A drugs and 126,095 of cannabis, targeted on the UK, some of which would have been destined for Northern Ireland. Mr. Stinchcombe: To ask the Secretary of State for the Home Department what he estimates to be the value of the (a) domestic and (b) international trade in (i) cannabis, (ii) amphetamines, (iii) LSD, (iv) cocaine, (v) ecstasy, (vi) heroin and (vii) crack in the most recent year for which figures are available. [66663] Mr. Bob Ainsworth: There are no estimates of the value of the United Kingdom (UK) domestic and international trade in the drugs specified in the question. However, a study by National Economic Research Associates (NERA) produced the following estimates of the value of the market in 1998-99 for the following specific drugs: amphetamines £257.7 million; cannabis £1,577.9 million; cocaine £352.8 million; crack £1,817.4 million; ecstasy £294.6 million; and heroin £2,313.0 million. These figures should not be regarded as definitive since the purpose of the study "Sizing the UK market for illicit drugs" was to carry out research into different methodologies for assessing the size of illicit drug market. Her Majesty's Customs believe the cocaine (and probably ecstasy) figure from the NERA study is likely to significantly understate the true position by missing much recreational use. This work was in large part derived from the New English and Welsh Arrestee Drug Abuse Monitoring (NEW-ADAM) and therefore reflects drug users who have come to the attention of the criminal justice system--which is more likely to be the case with heroin or crack users. A United Nations study published in January 1998 reported that estimates of the turnover of the global illicit drug industry varied considerably from US$100 billion to US$1,000 billion a year, with the most frequently found figures in the literature in the range US$300 billion to US$500 billion a year.

The available information estimates that between 5,000 and 40,000 deaths per annum are caused by alcohol in England and Wales, reflecting the wide range of methods of calculation used in many studies. It is estimated that smoking causes 120,000 deaths in the United Kingdom each year. Source: "The UK Smoking Epidemic: Deaths in 1995" Health Education Authority. Figures published by the Office for National Statistics indicate the number of times cannabis, ecstasy, amphetamines, LSD, heroin, and cocaine are mentioned on death certificates. Dr. David Clark: To ask the Secretary of State for Defence on what occasions since 1966 his Department has investigated LSD at the chemical and biological defence establishment, Porton Down; what were the total number of service volunteers used for these experiments; and if he will make a statement.[24622] Mr. Arbuthnot: This is a matter for the chief executive of the Defence Evaluation and Research Agency. I have asked the chief executive to write to the hon. Member. Letter from John Chisholm to Dr. David Clark, dated 16 April 1996: The Secretary of State for Defence has asked me as the Chief Executive of the Defence Evaluation and Research Agency to reply to your question about investigation of LSD since 1966 at the then Chemical Defence Experimental Establishment, Porton Down. We have undertaken a comprehensive search of the summary books recording the involvement of all volunteers in experimental work at Porton Down since 1966. In that year 16 of the service volunteers who participated in the field trial Recount were given LSD and an additional 4 service volunteers took part in laboratory based studies. In 1967 further laboratory based studies were carried out involving 28 service volunteers. In January 1968 13 of the service volunteers who participated in field trial Small Change were given LSD. We have no indication of any administration of LSD to volunteers after the completion of Small Change in 1968. When he replied to your Parliamentary Question about the number of volunteers involved in studies with LSD on 21 November 1994, Dr. Graham Pearson, then the Chief Executive of the Chemical and Biological Defence Establishment, stated that 72 volunteers had participated in the whole programme of work on LSD which continued until 1972. More information has recently been uncovered which has caused us to reassess this. From the records now available we now believe the total number of all exposures to LSD in the programme was 136. A small number of these were second exposures of the same individual. We also now believe that work on LSD ceased in 1968 when the results of trial Small Change confirmed that it was not a serious threat. I am sorry if the earlier information provided to you as inaccurate. I think this occurred because the information available to Dr. Pearson was incomplete and we obviously regret that should have occurred. I hope this letter clarifies matters.
