The expansion of AI infrastructure is critical to the UK's long-term economic growth, resilience, and global competitiveness. This Government is working with industry to improve understanding of the demand for agricultural land.
National planning policy gives clear preference for development sited on brownfield, industrial, contaminated, or previously developed land. Where development of agricultural land is necessary, lower-quality land should be preferred to higher-quality land.
The Land Use Framework included a clear, long-term commitment to maintain overall food production in England while increasing resilience to climate change and safeguarding our best and most versatile agricultural land.

The Department has not made a specific assessment of the effectiveness of landowners’ obligations in relation to fire prevention adjacent to railway property. Responsibility for managing vegetation and other fire risks rests with the relevant landowner, while Network Rail works with neighbouring landowners where risks to the safe and reliable operation of the railway are identified and undertakes its own vegetation management programme to reduce the risk of disruption.

Local planning authorities have a wide range of planning enforcement powers, with strong penalties for non-compliance, available to them.
Between 16 December 2025 and 10 March 2026, we consulted on a new National Planning Policy Framework. That consultation, which can be found on gov.uk here, included proposals relating to strengthening the policy on intentional unauthorised development. We are currently analysing the feedback received and will publish our response in due course.

I refer the Noble Baroness to the answer given to Question UIN HL7342 on 21 May 2025. Furthermore, the National Planning Policy Framework (NPPF) is clear that planning policies and decisions should prevent new and existing development from contributing to, being put at unacceptable risk from, or being adversely affected by unacceptable levels of water pollution or land instability.
Between 16 December 2025 and 10 March 2026, we consulted on a new NPPF, including proposals in a new standalone chapter dedicated to managing flood risk and coastal change, as well as proposals relating to pollution. We are currently analysing the feedback received and will publish our response in due course.

The current UK property taxes are an important source of revenue for both the Exchequer and Local Authorities. They raise over £75 billion each year to help pay for essential public services. Any reforms to the property tax system would need to carefully consider positive or negative implications for the Exchequer, Local Government finances, taxpayers and the wider economy. The government keeps all taxes under review.

The government does not currently hold this information.
However, the Department currently monitors the geographical location of solar developments through the Renewable Energy Planning Database. There are plans to broaden the scope of this database to provide information on the area and types of agricultural land used by solar projects.
Planning policies guide developments away from Best and Most Versatile land where possible. The Solar Roadmap published in June 2025 sets out how much land we expect to be taken up by solar farms. Even in ambitious scenarios, we only expect up to 0.4% of total UK land, and up to 0.6% of total agricultural land, to be occupied by 2030.

The Ministry of Defence recognises the potential role that community energy projects can play in supporting estate decarbonisation and energy resilience. We are exploring opportunities for Defence to engage with such schemes as part of our wider work on energy generation and supply across the Defence estate.
The Department also works closely with other Government Departments and public sector partners, including through cross-Government forums on public estate decarbonisation and local energy planning, to understand opportunities and address barriers to future collaboration with community energy projects.
