HS2 Ltd and the Department for Transport do not recognise the reports of alleged ‘foul play’ in the letting of these contracts. HS2 Ltd acted as agent on behalf of Network Rail and DfT in procuring the Master Development Partner for the Euston Over-site Development. I have been assured that HS2 Ltd had in place rigorous procurement processes, which were aligned to all necessary legislation and best practice on public procurement, including in respect of the identification and management of conflicts of interest. The contracting approach and contract award were further scrutinised and approved by these contracting authorities. Given this, the Department has no cause to further investigate or void the contract.

To ask the Secretary of State for Justice, whether the contract to build a prison in North Wales includes a requirement to (a) employ local workers and (b) employ and train apprentices.
Lend Lease have committed to employing at least 50% of the workforce locally to the prison and have committed to providing 100 apprenticeships throughout the contract. The MoJ will monitor this during the contract duration to ensure that these commitments are delivered.
Once operational, it is estimated that the prison will create around 1,000 jobs and boost the local economy by around £23m per year.
