The UK-Lesotho partnership is strong, focused on promoting Commonwealth values, partnering to deliver economic growth, and building a more climate resilient world. The Foreign Secretary looks forward to working with Foreign Minister Mpotjoane to enhance and develop our shared partnership.

The British High Commission in Maseru has strongly supported the Southern Africa Development Community (SADC) facilitated National Reform Process (NRP) that includes security sector reform. The former Minister of Africa also pressed the importance of the NRP during her September 2021 visit. The High Commission has provided direct support to the NRP, including the funding of a Constitutional Law Expert to advise the Justice Ministry and National Reform Authority. Our High Commission has also raised specific allegations of excessive use of force by the security forces and the need for accountability and expedited investigations.

The UK is proud to defend and promote universal and comprehensive sexual and reproductive health and rights.
The UK has supported 9.5 million women and girls to use modern methods of contraception since 2018 through the Women's Integrated Sexual Health (WISH) programme (2017-2024), which now works in 17 sub Saharan African countries.
While the UK does not currently provide bilateral support to women's access to contraceptive services in Lesotho or Botswana, the FCDO invests in a broad range of global SRHR programmes, including access to voluntary family planning, through the UN Population Fund (UNFPA) and the Reproductive Health Supplies programme.

The UK is concerned by the impacts of the droughts in Lesotho. In 2020, the UK provided £6.5 million to support the immediate needs of vulnerable populations across the Southern Africa region, including £1.9 million to Lesotho through multilateral partners, when drought conditions first occurred. Lesotho currently imports most of its electricity, but the Government of Lesotho is expanding its potential domestic hydropower capacity under Phase II of the Lesotho Highlands Water Project. The UK is supporting the development of clean power options in Lesotho with assistance from the Renewable Energy Performance Platform and funding a regional transboundary water management programme in southern Africa. This programme supports countries in southern Africa, including Lesotho, to manage their shared water resources and better cope with the impacts of climate change (especially floods and drought).

To ask Her Majesty's Government what assessment they have made of the findings of the report by the Legatum Institute The Legatum Prosperity Index 2020, published on 16 November, that Lesotho is among the top 10 worst countries in the world in the natural environment category.
We are concerned by the ongoing impact of climate variability upon the prosperity of Lesotho, as well as the Legatum Prosperity Index's findings for natural environment ranking Lesotho as 166 out of 167 countries. Climate and Natural Resources have been a pillar of the UK Government's strategic approach to Africa since 2018, with an increased focus on these issues across the continent. We recognise how important natural resources are for Lesotho's long-term prosperity, and that is why climate change and environmental issues are key priorities for the recently re-opened British High Commission in Maseru.
The UK is supporting Lesotho to improve the management of their shared water resources, helping people to cope with the impacts of existing climate variability through the FCDO's regional Transboundary Water Management Programme. This is supporting efforts to respond to the urgent issue of wetland degradation across Southern Africa, and the declining capacity at the source of the Orange-Senqu river to retain, regulate and sustain base water flows, which are crucial for local livelihoods and for water supply within Lesotho and South Africa. The UK also recently announced a £7 million Southern Africa COVID-19 Humanitarian and Remittance Relief Fund, which will support countries across the region hit by the combined effects of climate change and the COVID-19 pandemic.
There are strong links between the UK and civil society in Lesotho. Our support for civil society includes the volunteering for development programme, through which we are working in Lesotho to support young people’s rights, and access to sexual and reproductive health services.

First, may I thank the Minister for the recent meeting we had on the subject of Lesotho and thank the Government for restoring the high commissioner in Lesotho? Will she work with the high commissioner to build links with civil society in Lesotho, because of the difficulties that exist in terms of the Lesotho Government and corruption? Massive links between Wales and Lesotho have been built up over many years, and we want to help the good people of Lesotho to improve their lives and not be impeded by payments to Ministers in Lesotho, which are causing massive problems.

I am pleased to tell the House that the progress is on track. Although we are not quite ready to announce the name of the high commissioner in Eswatini, I believe someone has been identified for the post. So good progress is being made, and I am encouraging our Foreign Secretary to go to southern Africa to open these two new high commissions later this year.

There are strong links between the UK and civil society in Lesotho. Our support for civil society includes the volunteering for development programme, through which we are working in Lesotho to support young people’s rights, and access to sexual and reproductive health services.

We are continuing to work with the Southern African Customs Union and Mozambique partner countries, including Lesotho to replicate the effects of the EU’s Economic Partnership Agreement.
In addition, the Taxation (Cross-Border Trade) Act enables the UK to put in place a trade preferences scheme for when we leave the EU. This will grant duty-free, quota-free access to Least Developed Countries, including Lesotho.
