On Sunday at Arlington cemetery, I will have the honour of joining the families and friends of many of the victims of the bombing of Pan Am flight 103 over Lockerbie on 21 December 1988—the worst terrorist atrocity in the United Kingdom. Does the Prime Minister agree with me that, especially after all these years, those families and friends deserve both truth and justice, and will the United Kingdom Government continue to do all they can to bring about that outcome?

No decisions have yet been taken on the train services that will operate when HS2 opens. These decisions will be taken nearer the time of delivery, drawing on advice from the West Coast Partnership and Network Rail. These proposals will be subject to public consultation and will cover the high-speed services as well as the recommended use of the capacity that will become available on the West Coast Main Line.
The Department is clear that the high-speed and West Coast services will complement each other to seek to maximise the benefits for passengers across the region.

The Department does not routinely hold this data. It is the responsibility of train operating companies to collect this information.

The bombing of Pan Am flight 103 over Lockerbie remains the subject of an open investigation led by the Crown Office and Procurator Fiscal Service (the Scottish Prosecution Service) and the Police Service of Scotland. The details of that investigation are a matter for those authorities.
Helping the police take forward their investigation is a priority. We continue to provide them whatever support we can. However, the worsening of the security and political situation in Libya has practically stalled effective engagement. Scottish investigators will continue to develop the elements of their investigation that do not require them to travel to Libya. Once stability returns efforts will be made at the earliest and safe opportunity to re-commence the co-operation.

The Government is aware of these claims reported in the media. I would like to refer the noble Lord to the Crown Office statement of 11 March in response to these claims:
“There is nothing new in these claims and some of the accounts of the evidence reported in the Daily Telegraph are inaccurate. Mesbahi's claim that Iran was responsible was first reported in the media in the late 1990s and was available to the defence before the trial but they did not call him as a witness. The wider alleged involvement of the Popular Front for the Liberation of Palestine–General Command (PFLP-GC) has been repeatedly reported over many years but was addressed in full and rejected at the original trial”.
“The only appropriate forum for the determination of guilt or innocence is the criminal court, and Mr Megrahi was convicted unanimously by three senior judges. His conviction was upheld unanimously by five judges, in an Appeal Court presided over by the Lord Justice General, Scotland’s most senior judge. As the investigation remains live, it would not be appropriate to offer further comment.”
The Police Scotland investigation into the involvement of others who may have acted with Abdelbaset al-Megrahi in planning and carrying out the Lockerbie bombing remains open.

The Lockerbie bombing remains the subject of an open criminal investigation by the Dumfries and Galloway Constabulary. It would not be appropriate for the British Government to comment on specific details about this investigation.
The Libyan authorities have repeatedly made clear that Libya is committed to resolving the crimes from the Gaddafi era. The President of the Libyan General National Congress, Mohamed al-Magariaf, reassured the Prime Minister, my right honourable friend the Member for Witney (Mr Cameron), in September 2012 that Libya remained committed to seeing progress made on these outstanding issues. We will continue to press the new Libyan Government, when appointed, for swift progress and co-operation on the Lockerbie investigation.
