To ask the Secretary of State for Transport, if she will make it her policy to deliver a new M1 to A6 Link Road near to Streatley in Mid Bedfordshire.
The M1 to A6 Link Road scheme received Full Approval from the Department for Transport in 2021, which confirmed a maximum funding contribution of £32.75 million as part of the Major Road Network/Large Local Majors Programme. The Department's funding contribution is fixed and no further Departmental funding is available for the scheme.
The scheme is promoted by Central Bedfordshire Council, which is responsible for providing the remaining funds as well as delivering the scheme. Decisions on how to deliver the project are a matter for Central Bedfordshire Council and its delivery partners.
National Highways and local authorities are working together through initiatives, such as the £165 million growth and housing accelerator fund, to unlock housing sites where transport infrastructure is a barrier. I will ask National Highways to reach out to my hon. Friend.

Proposed improvements to Junction 13 of the M1 continue to be considered by National Highways as part of the pipeline of potential future major enhancements to the strategic road network.

National Highways currently anticipate completion of works on the M1 (Northbound) between junctions 12 and 13 by the end of March 2026, subject to the findings of National Highways' own investigation into whether the drainage issues identified extend beyond the current locations.

The Department recognises the importance of this junction as a key connection between the M1, the A421 corridor, and the wider Milton Keynes and Bedford area. National Highways is considering options for major improvements to it as part of future investment planning to inform future Road Investment Strategies. The work is at an early stage and is focused on options for improving the operation of the three roundabouts that form the junction to increase capacity and strengthen safety, whilst supporting regional growth.

National Highways is currently working on proposals to improve the junction to address congestion and safety issues as well as to support local growth. One of the main reasons for the proposed improvements to Junction 28 of the M1 is to improve safety risks and hazards related to traffic and congestion at the junction, particularly the queuing on the main carriageway which can occur during peak periods.

Improvements to Junction 28 of the M1 form part of the pipeline of projects being developed for possible delivery in a future Road Investment Strategy (RIS) period. Schemes in this pipeline are at this stage uncommitted, and the Department will need to decide which are the most viable for delivery. The Department expects to confirm which schemes remain in the pipeline, and will therefore continue to be developed during the next period, when RIS3 is published early next year.

National Highways is currently working on a business case for these proposals. As part of this, they will consider a wide range of potential impacts including how upgrading the junction would align with Government Missions, such as improving regional economic growth from reduced delays.

Officials from my Department regularly engage with National Highways on the progress of proposals to improve the safety and performance of Junction 28 of the M1. The proposals are in early stages of development and are being considered for possible delivery as part of a future Road Investment Strategy.

There are currently 11% of lighting columns out of order on the M1 between Junctions 1- 6A and, 30.7% between Junctions 6A -10. Lighting columns are inspected every 28 days, and the repair of any faults varies depending on the nature and priority of the fault(s) in question. A typical simple fault will in most cases be repaired within 14 days.
The lighting outages between M1 junctions 6a and 10 are the consequence of underground cable faults. Testing work is planned to take place in the next financial year, 2024-25, and will assess the condition of the cable network so that repairs can be prioritised alongside other asset needs.

National Highways undertook a safety audit prior to the scheme to remove traffic signals at junction 13 of the M1 and they will be carrying out a post scheme road safety audit in the autumn of 2024, 12 months after the scheme’s completion.
