To ask the Secretary of State for Housing, Communities and Local Government, when she plans to decide on the proposed (a) M2 motorway junction and (b) Highsted Park outline planning applications.
The decision to call in this application was made on the basis of the policy set out in the Written Ministerial Statement of 26 October 2012. In line with the Written Ministerial Statement of 26 March 2019, we do not give specific reasons for calling in planning applications.
A public inquiry into the proposals will now take place, overseen by an independent Planning Inspector. Once the inquiry has concluded, the Inspector will prepare a report and recommendation for Ministers. A target date for determining the applications will be set when that report is received in MHCLG.
No discussions or meetings have taken place with the developers. Correspondence which outlined the scheme, and requested a meeting, but which did not seek call in of the applications was received. In addition, among a number of written requests to call in these applications, one was received from a project director of the developers, and one from their planning consultants.

The closures are required to carry out essential replacement of life-expired bridge components. The Department does not, as standard practice, carry out economic impact assessments for road closures. However, National Highways has agreed the planned closures in consultation with Kent County Council and timed them to avoid school holidays and major events in the local area.

To ask the Secretary of State for Transport, what assessment he has made of the effect of the new Lower Thames Crossing on traffic congestion on the (a) A229 (b) A249 (c) M2 Junctions 3, 5 and 7.
Forecasts of traffic impacts across all routes affected by the Lower Thames Crossing including A229, A249 and M2 were included in the economic assessment that informed the selection of the scheme’s preferred route. This appraisal was reported in section 4 of the Post-Consultation Scheme Assessment Report Volume 5.
Highways England are now undertaking more detailed consideration of the traffic impacts of the proposals across the local and wider road network.
This further assessment will inform the detailed design of the scheme and will be published in 2018 ahead of the scheme’s statutory consultation.

We are in the process of digesting the route strategies provided by Highways England. The strategies set a blueprint for the projects we will need to deliver in the future to ease those points of congestion. I cannot at this early stage give a Government commitment to individual projects, but we are looking carefully at that study and others. We are seized of the need to make sure that we address such problems.

Highways England carried out an assessment of alternative options for a solution to Operation Stack and this considered increasing the overall capacity and resilience of Kent’s motorway network. The alternatives were included in a public consultation held between December 2015 and January 2016.
Overall, a lorry area was the best performing option and this was stated in the report on the consultation which can be found at:
