To ask the Secretary of State for Transport, what discussions her Department is having with the Kent and Medway Resilience Forum, National Highways, and other stakeholders on eliminating the need for the deployment of Operation Brock to be deployed on the M20.
To ask the Secretary of State for Transport, what discussions her Department is having with the Kent and Medway Resilience Forum, National Highways, and other stakeholders on eliminating the need for the deployment of Operation Brock to be deployed on the M20.
The department continues to work closely with the Kent and Medway Resilience Forum, National Highways, Kent County Council, and other local partners to ensure that traffic management arrangements in Kent remain effective, proportionate and responsive to changing risks.
Operation Brock remains a contingency measure designed to protect the strategic road network, maintain access for local communities and businesses, and support the continued flow of freight through the Short Straits during periods of disruption. Decisions on its deployment are kept under regular review through established multi-agency arrangements, led locally by the Kent and Medway Resilience Forum, so that Brock is used only where it is necessary and proportionate.
The government recognises the impact that Operation Brock can have on road users and communities in Kent and is committed to working with partners to reduce that impact wherever possible. The department, National Highways and local partners are actively considering longer-term options that could lessen reliance on queuing HGVs on the M20, including approaches that make better use of technology to manage freight movements and provide greater resilience through off-road holding capacity.
That this House express its disappointment that Operation Brock will be in place on the M20 from 14 July until 24 August; notes that the continued use of the contraflow system causes delays and widespread disruption to residents and local businesses in East Kent; further notes that in 2025 the cost of deploying and operating Operation Brock was more than £3 million; is concerned that despite reassurances that planning is underway to find alternatives, Operation Brock continues to be used during the school holidays; and therefore urges the Kent and Medway Resilience Forum to work with National Highways, the Department for Transport, and other agencies to deliver a workable long-term solution that removes the need for Operation Brock.

To ask the Secretary of State for Transport, whether she has had recent discussions with the Highways Agency on increasing the height of the railings on the A28 overbridge over the M20 between junctions 9 and 10.
There have not been recent discussions between the Secretary of State and National Highways on increasing the height of the railings on the A28 overbridge over the M20 between junctions 9 and 10. Both the Department and National Highways take the issue of safety very seriously and are committed to improving the Strategic Road Network (SRN) to provide a safer network. The raising of bridge parapets (safety barriers/railings along the edge of bridges) is not always a straightforward piece of work and can typically require complete replacement of the bridge structure. National Highways usually undertakes this type of work on a priority basis across the whole of the SRN.

The scale of impacts upon the economy and employment, upon other ports and upon congestion on the M20 and other roads, would depend on the nature, capacity and frequency of the service. Such a service could also contribute to national trade resilience overall.

The Kent & Medway Resilience Forum (KMRF) is responsible for operational decision making on traffic management measures in response to disruption at Eurotunnel and/or the Port of Dover. The KMRF have well-practised tactical plans in place, including Operation Brock.
While these measures help to mitigate against the worst of any disruption, the Department still recognises the impact disruption has on local residents, businesses, hauliers, and passengers. Therefore, the Department is working with the KMRF and other local stakeholders to continually improve how traffic management plans operate.

The moveable barrier remains in place on the London-bound carriageway to allow contractors to resume improvement works that were in place prior to Operation Brock being needed. Both the London-bound and coast-bound carriageways of the M20 continue to operate with two lanes at a 50mph speed limit. Lane three of the coast-bound carriageway is closed until November 2022 to protect the workforce carrying out the works in the central reservation.
