To ask the Secretary of State for Transport, how may traffic officer vehicles have been involved in accidents in a live lane on smart motorway sections of the M23 in the last six months.
To ask the Secretary of State for Transport, how may traffic officer vehicles have been involved in accidents in a live lane on smart motorway sections of the M23 in the last six months.
Given the very small number of accidents involving traffic officer vehicles across the strategic road network, it is not possible to provide information at the individual motorway level, as individual persons could be identifiable from the response.

To ask the Secretary of State for Transport, if he will undertake a review of the effect on the safety of the hard-shoulder of the M23 smart-motorway works.
The Secretary of State for Transport heard the concerns about smart motorways and asked the Department to carry out, at pace, an evidence stocktake to gather the facts quickly and make recommendations.
While I would not want to pre-judge the results of that work, what I can say is that we will continue to prioritise improving safety – making conditions safer for everyone on our roads.

Highways England is responsible for litter clearance on all sections of the M23. It carries out regular inspections to monitor the state of the network and to ensure that they are complying with Environmental Protection Act regulations.
Mid Sussex District Council is responsible for litter picking the A23 trunk road, with the exception of the section between Hooley to Central London which is the responsibility of Transport for London.
Regular meetings between Highways England and the council are held to establish the most appropriate ways to keep the road clear of litter. We are currently agreeing a new framework for working jointly to share traffic management nationally which should be in place in Mid-Sussex and the South East by early June.
Highways England has also set up a liaison group with Surrey County Council and other authorities to look at ways to prevent litter being discarded on our highways and roads.

Any steps to reduce the effect on residents of traffic noise from the M23 in West Sussex will be taken in line with the environmental noise regulations and through the Department for Environment, Food and Rural Affairs' (DEFRA) noise action plans, which have been prepared in accordance with these regulations.
DEFRA's noise action plans have identified two Important Areas, with First Priority Locations along the M23 near Pound Hill and Worth. Investigations by the Highways Agency has identified the most effective noise mitigation measures for these areas as resurfacing with a low noise surface. In accordance with current maintenance policy, resurfacing is carried out at the end of the asset life.
The Agency has no specific schemes allocated in its four-year forward programme for low noise surfacing in West Sussex, although localised repairs may be undertaken to keep the carriageway safe and serviceable.
An Important Area without First Priority Locations has also been identified on the M23 near Burleys Wood. The Agency will shortly be carrying out investigations to identify what, if any, noise mitigation measures could address the noise issues identified.
