There are no plans to introduce westbound access to the M42 at Junction 1 owing to the close proximity of the Junction to the M5 Catshill interchange, half a mile to the west. National Highways has determined that due to the significant amount of weaving and lane changing already required to access Catshill Interchange, adding a new merge at this location off Junction 1 would introduce a considerable and unacceptable level of safety risk to road users.

The A5 Dodwells to Longshoot scheme was cancelled in July 2021 due to the scheme being poor value for money. The M42 Junction 6 scheme is in construction and is forecast to complete in the year 2026/27.

National Highways remain committed to delivering the improvements at the M42 Junction 6 and expect this scheme to be opened for traffic early in Roads Period 3 (2025-2030), following delivery challenges which revised the original open for traffic date.
National Highways have also been working in co-ordination with Warwickshire Gaelic Athletic Association to provide a number of new facilities. The new all-weather pitch and the new natural pitch are now ready for use and National Highways are on track to complete the remaining works by Spring 2024.

To ask the Secretary of State for Transport, what steps her Department is taking to improve facilities for HGV drivers on the M42, including around Tamworth.
The Government recognises the importance of ensuring hauliers have access to appropriate services and facilities.
That is why we are investing £52.5 million in roadside facilities in England for HGV drivers on the road. The funding will go towards supporting operators to make improvements such as improving security, sanitary and eating facilities as well as possibly increasing parking spaces for lorry drivers.
We have commissioned a ‘National Lorry Parking Survey’ which commenced in January 2022 and will be used as our primary evidence base to understand what improvements are most needed and where they are needed. The M42 including the area around Tamworth is included in this survey and its output will be used to set criteria for government funding. In addition, once published, the Survey will be available to support planning applications for new lorry parking.

We are currently considering the Transport Committee’s recommendations contained in its report, Rollout and safety of smart motorways, and their practical applications, and will be providing a formal response in due course.
Contracts have been previously issued for smart motorways projects on the (a) M62 Junctions 20 to 25 and the M40/M42 Interchange, which is treated as one scheme.
Early design and enabling works contracts were awarded in early 2019 for the M62 Junctions 20 to 25 and M40/M42 Interchange, with work commencing late 2019. This included detailed surveys, hard shoulder strengthening and limited site clearance. Full detailed design was awarded on 11 June 2020 followed by full construction works on 23 October 2020 through a package contract to the Smart Motorways Alliance.
Main construction works for the M62 Junctions 20 to 25 is scheduled for January 2023. Main construction works for the M40/42 Interchange commenced in October 2021 with limited vegetation clearance and ecological mitigation for communications cable diversions.

We want our roads to be as safe as possible. That is why the Secretary of State asked the Department to carry out an evidence stocktake to gather the facts about the safety of smart motorways and make recommendations. The Department will present the findings of the stocktake shortly.
While I would not want to pre-judge the results of that work, what I can say is that we will continue to prioritise improving safety – making conditions safer for everyone on our roads. The Roads Minister will write to you as soon as the stocktake is completed to answer your specific question.

In 2006, the M42 J3a-7 section was the first smart motorway in the UK to make use of the hard shoulder as an additional lane at peak times. It was comprehensively monitored and evaluated over its first 3 years of operation.
The results of this evaluation were documented in published reports setting out the performance against all these criteria. As one year is not sufficient to conclusively evaluate safety performance, this was evaluated again after 3 years of operation.
- Overall, journey times decreased between an average of 24% (northbound) and 9% (southbound). This equates to a statistically significant reduction in journey times of approximately 4 minutes (northbound) and 1 minute (southbound). 1-year report.
- Overall there was a reduction in the number of personal injury accidents and the severity of accidents during the first 36 months of operation (from average 5.08 accidents per month to average 3.17 accidents per month). 3-year report.
- Most vehicle emissions reduced by between 4 and 10 percent. Fuel consumption also reduced by 4%. 1-year report.
- Compliance to variable mandatory speed limits on the main carriageway at least 94% or better at 70mph, 60mph and 50mph and 84% or better at 40mph. Speed compliance on the hard shoulder was on average 97% or better at 50mph and 93% or better at 40 mph. 1-year report
The success of this original pilot scheme on the M42 provided the foundation for the roll out of smart motorways.
Smart motorways provide a more efficient way of increasing capacity on the roads than traditional widening and have successfully reduced congestion and improved journey time reliability.

The current Road Investment Strategy includes two major schemes on the M42: improvements to Junction 6, and the M40/M42 interchange smart motorway scheme. In addition, further improvements are being prepared for the next roads period through the Birmingham Box Phase 4 scheme which will upgrade the remainder of the Birmingham box to smart motorway, providing an additional lane of capacity.
The Department for Transport and Highways England recently launched the process to determine the content of the second Roads Investment Strategy, which will detail further planned investment on the Strategic Road Network from 2020 to 2025. As part of these preparations, the entire network, including the M42, will be reviewed through Highways England’s route strategy process. Details on this can be found at:

to be learned from that day of chaos and examine proposals to open the M6 toll for free or for a nominal charge, but only when such crisis situations occur?

There is an agreement in place whereby M6 tolls can be lifted in the event of a major failure that is likely to lead to prolonged inoperability of the surrounding roads on the strategic road network. The Government are looking at options over that agreement, but there are substantial cost, policy and value-for-money implications involved with de-tolling, which we are currently considering. As part of the process, I am more than happy to meet my hon. Friend to discuss the matter.
