The Government recognises that computer chips are vital to our economy, critical sectors, and national security. However, the complexity and variety of semiconductors make it impossible for any one country to achieve supply chain autonomy.
Through the Industrial Strategy, we are taking targeted action to support the UK semiconductor sector where we have internationally recognised strengths to promote growth, enhance national security, and strengthen supply chain resilience.
Given the global nature of supply chains, the UK works closely with international partners, both bilaterally and through multilateral fora, to ensure the UK has access to the critical chips it requires.

The Government is committed to supporting the UK’s semiconductor sector which is one of the frontier technologies identified under the Industrial Strategy Digital and Technologies Sector Plan.
During his time at the Department for Science, Innovation and Technology, the Secretary of State and his Department had regular engagements with the UK semiconductor industry.
As part of an ongoing analysis of potential import tariffs, both the Department for Science, Innovation and Technology and the Department for Business and Trade are in close contact with companies in the sector in order to provide a measured and appropriate response should this be necessary.

These breakthroughs are often happening because of the scientific endeavours in our country, of which we should be proud. On encryption, the Government have a set of policies to ensure that our systems and our country are prepared for the challenges and opportunities of the quantum era, and those policies remain active as we speak. On investment in quantum, I was up in Glasgow not so long ago announcing £100 million for five quantum hubs. That is the kind of investment he can expect from this Government to keep our country at the cutting edge.

The UK’s Short Selling Regulation (SSR), introduced in 2012, regulates the short selling of shares in companies that are admitted to trading in the UK (and UK sovereign debt), while safeguarding public companies and the financial system. The Government believes that short selling plays an important and beneficial role in the orderly and effective functioning of financial markets, by supporting liquidity and risk management and increasing market confidence. The SSR requires firms to report to the Financial Conduct Authority (FCA) on short selling activity and provides the FCA with powers to apply penalties, and to restrict short selling in exceptional circumstances.

Harnessing the potential of AI is predicted to grow the economy by £232bn or 10.3% of GDP by 2030. In 2021 the Government published its National AI Strategy – a 10 year plan to ensure the UK remains a leader in AI. We are behind only the US and China and home to a third of Europe’s AI companies – more than 1,300 with a turnover of $2B.
Through UK Research and Innovation, the National Centre for reduction, replacement and refinement of animal testing in medicine has committed £100 million in research to develop new approach methodologies, including organ-on-a-chip.

The UK and global economy is dependent on a resilient supply of semiconductors across a wide range of applications. The global supply chain for these semiconductor chips is complex and globalised, with long lead-times on new manufacturing capabilities making it difficult to quickly respond to exogenous supply chain shocks.
On behalf of the government, DCMS has been reviewing its approach to the UK’s global semiconductor sector and intends to set out its support for the sector in the forthcoming UK Semiconductor Strategy. This has been developed by engaging with industry experts, representative bodies and the wider global community. We recognise that the issues facing the semiconductor sector cannot be solved by the UK alone, and are considering how best to ensure that the UK is resilient to disruptions to semiconductor supply chains. This will include considering how to strengthen the UK's own semiconductor sector and work with international partners to improve long term resilience within the global semiconductor ecosystem.

We have set out how BEISâ record £39.8 billion R&D budget will be allocated across our partner organisations over the next three years in our âBEIS R&D: partner organisation allocation 2022/2023 to 2024/2025â report published on 14 March.
BEIS will now be working with all partner organisations to determine detailed allocations within their envelopes, including at council level for UK Research and Innovation. Details of funding for specific programmes will be agreed by BEIS and partner organisations and set out in due course.

We appreciate the difficulties that businesses are facing around the world as a result of the current chip shortage. The global nature of this market and a confluence of unexpected events, including the unprecedented pandemic, shifts in demand, and the impact of natural disasters, have had widespread ramifications internationally, including for major chip manufacturing countries.
Working closely with industry, experts, and international partners, the Government is looking at options that increase diversification of supply, enhance the resilience of procurement supply chains, and technical options to accelerate diversification away from silicon chips. This includes working with key allies to address risks stemming from the global nature of the industry.

The Government is working hard to ensure we have resilient and diverse supply chains in place to ensure the continued flow of essential goods for UK consumers. This includes looking at our trading relationships with a range of international partners, as well as considering domestic initiatives to promote our economic recovery.
The Government committed £146 million through the first Life Sciences Sector Deal to grow medicines manufacturing in the UK. We have established the Medicines Manufacturing Industry Partnership with industry to ensure that the UK is recognised as a world-class advanced centre for medicines manufacturing.
The Government has also committed £274 million to the Faraday Battery Challenge to support the research, development, and scale-up of world-leading battery technology in the UK. The Faraday Battery Challenge is funding research to reduce our dependency on raw mineral supply and make better use of global resources such as cobalt.
