Sixty-six years ago this week, the last regular passenger train called at Middlewich railway station, drawing to a close 92 years of passenger rail travel from the town. A number of students from Middlewich high school have written to me to ask whether the Government would consider reopening the station, and Enterprise Cheshire and Warrington undertook considerable work under the Restoring Your Railway scheme. Will the Secretary of State meet me to discuss the merits of bringing back railway services to the largest town in Cheshire without a station, and restore that vital connection to Manchester, Crewe and beyond?

The Chancellor set out on 29 July a range of pressures on public spending, including £2.9 billion of unfunded transport specific spending. Following this, the Secretary of State’s Written Ministerial Statement on 30 July set out that the Department is undertaking an internal review of its capital spend portfolio which will support the development of our new long-term strategy for transport. Any decisions about the portfolio will be subject to broader discussions and fiscal decisions made at Budget and Spending Review.

We are assessing the bid made to round three of the Restoring Your Railway Ideas Fund for the Middlewich Line and expect to announce the outcome later this year.

Having provided detailed feedback on a draft of the document in April, officials received an updated version of the Mid-Cheshire and Middlewich Station Strategic Outline Business Case from the Cheshire and Warrington LEP in October 2020, along with a request for feedback on their consultant’s suggestions for further work on it. The goal is to strengthen the case for the scheme’s potential inclusion within the Department’s Rail Network Enhancement Pipeline (RNEP).
Due to funding constraints, the LEP wish to progress this work in the next financial year, supported by co-funding from the Department. My officials plan to discuss with the LEP how this can best be considered and progressed. The third round of the Restoring Your Railway Ideas Fund is also currently accepting applications.

I completely understand my hon. Friend’s concern; she is right to raise this issue and I can understand her disappointment that the local planning board’s decision was appealed against. As she knows, however, appeals against a decision on such a planning application can be made to my right hon. Friend the Secretary of State for Communities and Local Government. She can make her views clear. It would be inappropriate to prejudge any decision that he might take, but obviously there is a need to take into account the size and scale of any proposed development and to consider the potential effect on any local community. I am sure that she will want to make those points.

The incinerator was rejected by the local planning board, is overwhelmingly opposed by my constituents in Middlewich and would involve transporting lorry-loads of waste hundreds of miles across the country. Will he do what he can to prevent an inappropriate development that surely cannot be called environmentally sustainable or an example of true localism?
