The Driver and Vehicle Standards Agency (DVSA) initially assessed the current driver testing standards in Moldova in December 2022.
When DVSA receives an application from the Driver and Vehicle Licensing Agency under the mutual exchange of driving licences, DVSA carries out an evaluation from its own panel of subject matter experts. This panel has the expertise in each of the categories of driving test and licence exchange being applied for. External evaluation is not sought as part of this process.

Current driver licensing and testing standards in Moldova have been assessed by the Driver and Vehicle Licensing Agency (DVLA) and the Driver and Vehicle Standards Agency (DVSA).
The technical evaluation looks at the following, including:
the minimum test vehicle requirements,
the duration of the test,
any specific requirements,
the manoeuvres completed,
and the standard of assessment applied.
The training and quality assurance arrangements for driving examiners of the applying country are also evaluated, along with the arrangements, content, technical approach and marking system for theory and hazard perception testing.

Moldova is a valued partner of the United Kingdom. Since the start of this parliament, we have strengthened our relationship through the conclusion of agreements on defence and security, the mutual recognition of driving licences, and returns. In May, we held the fourth UK-Moldova Strategic Dialogue and an inaugural Illicit Finance Dialogue, reaffirming our commitment to strengthening bilateral relations and enhancing cooperation across key sectors. The UK is providing support to Moldova to tackle foreign interference in the run up to their parliamentary elections. This includes providing election observers, countering disinformation, and addressing the flows of money used for vote-buying and illegal funding of political parties.
In the past year, the Foreign Secretary, the Defence Secretary and I have all visited Moldova. The Prime Minister has met with President Sandu on four occasions, most recently when she visited the UK on 23 July. I met Deputy Prime Minister and Foreign Minister Popsoi in Antalya in April to discuss a range of issues.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, how much Official Development Assistance funding has been spent on countering disinformation in Moldova in each of the last five years.
Over the past five years, we have supported efforts to counter information threats, including disinformation, in Central and Eastern Europe. This includes, where appropriate, supporting projects through Official Development Assistance funding. Due to the risks posed to our partners and beneficiaries of these projects we do not publish detailed information about them.

The FCDO has established a cross-government task force to monitor these threats and help Moldova tackle them. This financial year, we are providing £35 million of humanitarian development and defence support to Moldova. We remain steadfast in our support for Moldova’s sovereign choice to pursue freedom, independence and closer ties to Europe.

My Lords, I thank the Minister for that reply. Last Friday, I spoke to a Moldovan friend in Chiinău who runs a project to strengthen the rule of law in Moldova. The funding for that project has now been suspended by the US State Department. Given the decision of the Trump Administration, does the Minister agree that it is more vital than ever to work with our European partners to strengthen institutions, judicial reform and parliamentary democracy in Moldova, as they are key weapons in resisting the disinformation and hybrid threats coming from Russia?

The noble Baroness is absolutely right. It is impossible to look at what is happening in Moldova and not consider at the same time what has happened in Ukraine, Georgia and elsewhere. Russia tried everything it could to
distort the outcome of the polls that were held earlier this year. Parliamentary elections are approaching, and Russia will have learned from what worked and what did not during that earlier process. We need to step up and use every tool that we can to protect Moldova and make sure that the people of Moldova get the Government that they choose.
