Once fully implemented the digital waste tracking service will require certain information about waste movements to be entered before the movement, followed by confirmation that a waste carrier has collected it and confirmation that it has been received at a waste receiving site.
If these confirmations are not provided, then this will highlight to regulators that this waste may have been ‘lost’ and potentially mismanaged. They can then act accordingly to investigate this.
This transparency and near real time data will reduce the opportunities for organised waste criminals to operate; making it much harder to commit waste crime such as fly-tipping.

To ask His Majesty's Government, further to the equality impact assessment Health Bill: ICBs as strategic commissioners, published on 14 May, what mechanisms they intend to use to ensure enhanced oversight of Integrated Care Board specialised commissioning.
Subject to the passage of the Health Bill, specialised services commissioned by integrated care boards (ICBs) will continue to operate within a framework of nationally-set standards, service specifications, and clinical commissioning policies to ensure consistent and equitable access to care across England.
Alongside ICB accountability for commissioning these services, the Department, through its new regional offices, will be responsible for providing oversight and assurance of both the commissioning system and the quality and performance of providers. This will include monitoring against national standards and quality and outcome metrics for different services.
In addition, ICBs will be supported in discharging their new commissioning responsibilities through seven Offices for Pan-ICB Commissioning, which aim to ensure that we maintain a critical mass of expert commissioning knowledge and the capability necessary for the effective and efficient commissioning of these important and complex areas of service provision.

The Cabinet Office measures the impact of Artificial Intelligence (AI) training that we provide to civil servants through a range of methods aligned with government evaluation guidance in the magenta book. We are further developing our approach to the measurement of the impact of AI training on productivity and public services, and are planning to publish a monitoring and evaluation framework later this year.

The UK AI Research Labs are funded and delivered through UKRI, and will be strategically managed in line with standard M&E processes for a grant of its kind. Additionally, the programme funding is ‘stage-gated’, where the initial research grant period covers only the first 18 months. Subsequent funding will be subject to independent assurance of the labs’ long-term funding, demonstration of an effective operating model, and early delivery impact.
Regarding the long-term funding requirements for the lab, there is no doubt that retaining UK leadership in this space will require continued investment. Future funding requirements and sources will depend on the outcomes of the research among other factors.

My Department is evaluating the performance and impact of AI planning tools to ensure they deliver benefits for local planning authorities and the communities they serve.
Our Digital Planning Programme is developing an AI planning prototype in partnership with Google and Faculty. The tool analyses householder applications to help planning officers make faster and more consistent decisions. It aims to halve processing times, freeing up officers to focus on more complex applications.
We are testing the tool with a small number of local planning authorities. Performance measures, milestones, and success criteria have been put in place. The contract is outcomes-based, with built in reviews at each stage of development, and we will only progress to full national rollout if key milestones are met.
Implementation risks are being managed through phased testing with partner local planning authorities and decisions on publishing evaluation findings will be taken as the project progresses. Any decision on wider rollout will be informed by evidence and robust evaluation.
My Department is also supporting other AI-enabled planning tools, including the in-house Extract tool, which converts planning documents into structured data and thereby reduces manual processing, and PlanAI, which helps local planning authorities analyse and summarise consultation responses more efficiently. These tools are helping reduce administrative burdens and improve productivity within local planning authorities.

To ask the Secretary of State for Science, Innovation and Technology, what non-digital and assisted-digital routes are available to people who are unable to use GOV.UK One Login; and how the use of those routes is monitored.
GOV.UK One Login has been designed as a digital service, and offers multiple ways for users to prove their identity. Users are able to use either the GOV.UK One Login app, answer security questions online, or visit the Post Office to prove their identity in-person. We continually monitor feedback, complaints and data to drive improvements.
While we expect GOV.UK One Login to become the primary method for accessing online government services, departments will continue to provide offline alternatives for users who are unable to prove their identity through GOV.UK One Login. Alternative routes are decided and monitored by the relevant government service.
