To ask His Majesty's Government what investigations have been undertaken into allegations of dumping of dangerous substances by the former Monsanto chemical company.
To ask His Majesty's Government what investigations have been undertaken into allegations of dumping of dangerous substances by the former Monsanto chemical company.
Local authorities are primarily responsible for regulating contaminated land in England, while the Environment Agency (EA) regulates designated special sites. The EA has provided technical support for past and current local authority investigations into alleged Monsanto dumping sites, but none have been designated as special sites to date.
To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 18 November (WA 127), whether they intend to appeal the decision of the European Food Safety Authority to allow genetically modified soya beans to be marketed by Monsanto in the European Union.[HL3558]
To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 18 November (WA 127), whether they intend to appeal the decision of the European Food Safety Authority to allow genetically modified soya beans to be marketed by Monsanto in the European Union.[HL3558]
The decision to authorise this genetically modified soya for food and feed use in the European Union was made by the European Commission on the basis of a safety assessment by the European Food Safety Authority and after consulting the member states. As set out in my reply of 18 November, Official Report, column WA 127, the Government has a strong interest in the science-based system underpinning such authorisations. This position will be reflected in any observations that we submit to the European Court regarding the case.
To ask Her Majesty’s Government which member of the Government is responsible for the United Kingdom’s approach in the case before the Court of Justice of the European Union regarding the decision of the European Food Safety Authority to allow genetically-modified soya beans to be marketed by Monsanto in the...

The United Kingdom has a strong interest in the science-based system underpinning genetically modified product applications and so has applied to intervene in this case, which concerns the authorisation of genetically modified food and feed. Any intervention will represent the view of the Government as a whole and the only likely external legal costs will be those from instructing counsel and costs of attending any hearing should that prove necessary.

Zac Goldsmith:
The Secretary of State for Environment, Food and Rural Affairs, the right hon. Member for North Shropshire (Mr Paterson), has not had any recent discussions with the GM industry, including Monsanto, Bayer and BASF. DEFRA Ministers and officials do however periodically discuss this important issue with a wide range of interested parties. The Government has a science-led policy which recognises that the responsible use of GM crops could provide economic, environmental and other benefits. It will support the planting of GM crops if they pass a robust case-by-case safety assessment.

The UK assesses all project proposals made by the European Bank for Reconstruction and Development (EBRD) to ensure that they promote the bank’s objective of supporting the development of market economies. We would also consider the extent to which other sources of finance are available.
The government understand that the EBRD discussed with the Monsanto Corporation the possibility of providing support to their operations in Russia and central eastern Europe, but no proposal is now envisaged.
The bank is in the early stages of considering a loan to the Egyptian Refinery Company for the development of its plant in Greater Cairo. As the project progresses, the Government will assess their support for the project against the usual criteria for bank operations. Any decision on whether to consult the International Energy Agency on the project would be made in the light of the content of the project.
