The Department has set up the Department for Transport Operator to oversee and drive improvements in performance and financial sustainability for all publicly owned operators, including c2c. Considerations include areas such as fares, punctuality, customer experience and accessibility, all of which are regularly discussed and challenged directly with the operator.
Regulated rail fares have been frozen across England until March 2027, saving passengers £600 million and easing cost‑of‑living pressures, which c2c passengers benefit from.

Savings from management fees and other savings are routinely considered by the Public Ownership Programme as part of continuing reporting processes. The programme does not publicly report on fees saved during transfers due to commercial confidentiality reasons.
Public ownership will save taxpayers up to an estimated £150 million every year on fees currently paid to privately-owned train operating companies, once all services currently delivered under contract with the Department have transferred.
Police Service Agreements (PSAs) are required for train operators on the railway. While PSA costs may change from year to year, there has been no change in the overall approach to PSAs, nor any substantial change in costs for transferred operators, as a result of public ownership.

The Government is committed to bringing rail passenger services back into public ownership. We expect the transfer of passenger services operated under contract with the Department to complete by the end of 2027. Ahead of transferring into public ownership, the Department and DFTO continue to work with EMR to restore the full intercity timetable as soon as operating conditions allow. Decisions on further transfers into public ownership, including the transfer of East Midlands Railway's services, will be taken in due course.

Our priority is to ensure the provision of a universal postal service that does not compete for public funds which should be used to fund the NHS and other public services. That means the designated universal service provider remaining within the private sector with access to the capital needed to transform the business and ensure its long-term financial sustainability.
