That this House recalls with great sadness the death of nine Police Service of Northern Ireland officers at the Newry Police Station which was attacked by mortars on 28 February 1985; extends continued sympathy to the families of those officers who were killed by the IRA; offers support to those RUC officers who still struggle with the trauma of that atrocious event and others who suffered in service to Queen and Country; and further calls on the Government to end the investigations of the security forces which is further detrimentally affecting the mental health of people who laid their lives on the line during the Troubles.

To ask the Chancellor of the Exchequer what recent assessment he has made of the future of the HM Revenue and Customs centre in Newry.
To ask the Chancellor of the Exchequer what recent assessment he has made of the future of the HM Revenue and Customs centre in Newry.
Newry is one of 21 HM Revenue and Customs (HMRC) locations across the UK where some employees were offered and have accepted voluntary exits. No decision has been made about office closures and HMRC will keep all occupied offices open in these locations until at least April 2015, in line with previous commitments.
Although there has been no decision to close the general HMRC office at Newry, the department confirms that the Enquiry Centre in Newry will close later this year. This is a result of the announcement made on 12 February that HMRC would be introducing a new service, supporting customers who need extra help getting their tax and benefits right. This service will offer customers who need extra help more in-depth support on the phone and a mobile advisory service if they need a face-to-face appointment. HMRC will roll out the new service across the UK from 31 May 2014, followed by the closure of Enquiry Centre network by 30 June 2014.
To ask the Chancellor of the Exchequer on what date HM Revenue and Customs' offices in Newry will be closed.
To ask the Chancellor of the Exchequer on what date HM Revenue and Customs' offices in Newry will be closed.
HM Revenue and Customs (HMRC) has not taken the decision to close the offices in Newry.
HMRC has given very early information to people in 21 offices across the UK, including Newry, that some or all of the work done in their offices does not fit the long-term plans for the Department and they have been invited to consider voluntary exit given this. Acceptance is entirely voluntary. HMRC will honour its commitment to keep the Newry office open until at least 2015.
Staff in any adjoining or nearby inquiry centres have also been invited to consider voluntary exit because of the potential impact on them in future too. This does not pre-empt HMRC's decision around the future of inquiry centres and the outcome of the Needs Enhanced Support pilot in January 2014.
To ask the Chancellor of the Exchequer what plans (a) he and (b) officials in his Department have to visit the HM Revenue and Customs' office in Newry to assess the (i) effectiveness of the service provided and (ii) specialist tax avoidance and tax evasion work undertaken in respect of...

I refer the hon. Member to the answer I gave on 3 December 2013, Official Report, column 608W.
I can also confirm there are no plans to make assessment visits. Any visits made to Newry office will be to visit staff during their normal course of business.
To ask the Chancellor of the Exchequer what assessment he has made of value of the specialist tax avoidance and tax evasion work undertaken by Newry HM Revenue and Customs office in respect of the construction industry scheme.
To ask the Chancellor of the Exchequer what assessment he has made of value of the specialist tax avoidance and tax evasion work undertaken by Newry HM Revenue and Customs office in respect of the construction industry scheme.
HMRC confirms that there is no specialist tax presence in Newry office so that office does not undertake tax avoidance work.
I refer the hon. Member to my previous answer of 28 November 2013, Official Report, column 566W, which supplied details of the work items processed by Newry office over the last five tax years. Newry office processes both PAYE and construction industry schemes and as this is one of many offices in HMRC undertaking this work a value could be made available only at disproportionate cost.
I would like to thank the Minister for coming here to respond to the debate this evening. HMRC centres throughout the UK, including in Newry, have been subject to turbulent change since 2006, and staff have grown accustomed to their jobs being under threat. However, I was alarmed to hear...

I am very grateful to the hon. Lady for allowing me to intervene. She will know that the Northern Ireland Affairs Committee recently looked into the appalling crime of fuel laundering in Northern Ireland. I and the other members of the Committee were indebted to the HMRC for its work...

I thank the hon. Lady for her intervention. I sit on a cross-border committee organised by Newry and Mourne district council. A representative from HMRC in Newry attends its meetings and deals with illegal fuel laundering. The last meeting was some six weeks ago, and good progress has been made...

As my hon. Friend knows, Foyle House in Derry, in my constituency, is also affected by the proposals. She is rightly emphasising the fact that jobs are at stake, but does she agree that the quality of services is also at stake? When other taxation services have moved out of...

I thank my hon. Friend for his useful intervention. I agree wholeheartedly that there is a need for this service, particularly in regard to cross-border working, as there is a considerable interchange of population between the north and the south. In his case, it is between Derry and Donegal; in...

Does the hon. Lady feel that the closure of the office with the loss of 134 jobs will affect the ability of the Treasury to bring in the revenue that this country needs?

The face-to-face services provided by HMRC in Newry are vital to my constituency, because of the lack of access to broadband and the need to deal on a cross-border basis with matters such as tax avoidance. Newry’s strategic location means that it is vital to have those services there.

I congratulate the hon. Member for South Down (Ms Ritchie) on securing this debate this evening. I welcome this opportunity to clarify what Her Majesty’s Revenue and Customs is doing in respect of the office in Newry and to give the House as much information as possible.

If the staff choose to stay and do not take voluntary exit, what is the long-term future for them, for Newry and for the other 13 centres?

Let me say a bit more and I shall answer the hon. Lady’s question directly. Those who wish to take up the exit package will need to apply by 18 December and decide on a formal offer by 31 January. Their last day of service will be 30 April. As...

Is the Minister not playing with words? I am listening to what he is saying but, in reality, has a decision not already been made?

I reiterate that HMRC will honour the commitment made earlier in this Parliament that Newry will be open at least until 2015. A final decision will be made only after consultation, as I have outlined. I do not wish in any way to hide from the point—indeed, HMRC has been...

In the decisions that HMRC is making about its future pattern of business, has any account been taken of the possible changes in the distribution of taxation? The Government have recently indicated that there are shifts in relation to Wales, and who knows what is going to happen in Scotland?...

The hon. Gentleman makes an interesting point. HMRC is going in the direction of concentration on larger urban offices that have the flexibility to operate. Included in those larger urban offices is Belfast. He tempts me to speculate on future policy matters in the devolution of tax, but I want...
