The Government is in regular contact with businesses, including retailers, to discuss the impact of Coronavirus on industry, including supply chains, and preparedness planning.
On 9 March, we announced an extension of delivery hours for supermarkets and other food retailers, to help the industry respond to Coronavirus. The new measures enable food retailers to increase the frequency of deliveries to their stores, so they can move stock quickly from warehouses across the country to replenish their shelves.
The Government has also introduced new measures to support businesses to keep food supply flowing on to shelves and into homes. For example, we have temporarily relaxed competition laws, allowing supermarkets to work together. The rules on driver’s hours have also been flexed to allow a higher frequency of deliveries to stores, so shelves can be replenished at pace.

That this House congratulates the three UK newsprint manufacturers whose use of waste paper as a proportion of their newsprint production is now over 94 per cent. and who have increased their share of the domestic market for newsprint from 6 per cent. in 1982 to nearly 40 per cent. in 1999, and looks forward to further annual increases; believes that whilst calls for mandatory recycling targets on imported newsprint would appear to be of benefit to the environment, they may in certain circumstances be damaging to the environment overseas and be environmentally counter-productive; and further believes that mandatory recycling targets should be the subject of the widest possible environmental impact assessment.

That this House supports efforts to increase the use of recycled materials; accordingly supports the Recycled Content of Newsprint Bill, introduced in the last session of Parliament by a cross-party group of honourable Members on 25th March, which would require newspaper publishers to use 65 per cent. of recycled newsprint by 2003, 70 per cent. by 2006 and 80 per cent. by 2010; notes that the Bill would require newspaper and magazine publishers to ensure that 39 per cent. of the volume of the papers they place on the market are collected and recycled by 2003, 45 per cent. by 2006, 50 per cent. by 2010 and 65 per cent. by 2016; notes also that the Bill would require newspaper publishers to ensure their newspapers state the percentage of recycled content of their newsprint as an average over the previous three months; and believes that this Bill will create thousands of new jobs and so have social and economic benefits, as well as environmental benefits; and finally notes the very high level of support this Bill received from honourable Members, 317 of whom signed a supportive Early Day Motion in the last session, and therefore hopes that time may be found for such a Bill to become law in this session.
