DFT Operator expects operators to provide appropriate capacity in response to expected demand and holds operators to account for short -formed services. While DFT Operator generally monitors levels of short formation at an operator level every four weeks, more detailed route information is available for Northern services due to specific challenges concerning the age of its fleet. These are set out below:

To ask the Secretary of State for Transport, what steps Northern Trains Limited has taken to reduce service cancellations and improve reliability since 17 December 2025; and what percentage change in cancellations on that network has been from 17 December 2025 to the latest available data point.
Northern’s performance continues to stabilise, and passenger confidence is strengthening as a result. In FY 2025-26 Northern carried 99.6 million passenger journeys, an increase of 8.5% year on year, underpinned by a more resilient and reliable service. Cancellations have remained better than target, and punctuality continues to improve, giving passengers greater confidence.
The completion of the Class 195 engine and wheelset programme this summer will improve fleet availability, meaning passengers should see fewer short-formed trains.

Through its Passenger Assistance Improvement Programme, Northern Trains has increased the level of ‘All assistance received’ from 76.4 per cent to 84.4 per cent between January and April 2026 (period 11 – period 1), and satisfaction with assistance has improved from 84 per cent to 85.9 per cent over the same period.
Prior to the improvement programme ‘all assistance received’ was 64 per cent and satisfaction at 75 per cent (period 4 2024-25), demonstrating how the rollout of the programme initiatives is having a positive impact.
Northern continues with embedding its improvements through a continuous improvement programme which includes investigating every single incomplete assist each day, along with a mystery shopping regime that currently assesses more than 130 customer experiences every four weeks.

Northern Trains Limited is progressing the procurement process. Manufacturer tenders for new trains have been returned and are undergoing evaluation. The procurement is on schedule to allow the first new trains to enter service by early 2031.

The ten Northern Trains routes with the highest number of short-formed services over the last 18 months – with the proportion of total services along these routes included – are displayed in the table below.
It should be noted that these figures are for all services along these routes, regardless of the time of day or the day of the week. This means that these figures include all very early or late services, as well as all weekend services, some of which are very lightly used and where short-forming therefore does not impact on passengers.
To address short-forming, Northern has begun discussions with train manufacturers to procure around 250 new train sets to replace the oldest trains in its fleet. Approximately two-thirds of its existing fleet is targeted to be replaced in the next ten years. The initial order, which is due to enter service in 2030-31, will consist of 130 units: 92 diesel-hybrids to replace its Class 15Xs, 30 electric and diesel-hybrid trains to support the TransPennine Route Upgrade, and 8 battery-powered trains to test their potential as an alternative to diesel-hybrids.
In the meantime, Northern is talking to other operators to identify any suitable rolling stock that could be cascaded to provide additional capacity or replace trains that have reached the end of their lives. Where any such additional stock is used is an operational matter for Northern, based on the demands on its services and the capacity of its depots and staff.

This Government remains committed to making ticketing simpler and more flexible for passengers. Passengers in Stockport and Greater Manchester are benefiting from simpler fares which were introduced in December 2025. Overall, the change means that the average fare in Greater Manchester fell by 5.6%.
Working with operators, Pay As You Go with contactless on rail in Manchester will arrive in December this year as part of the Bee Network expansion, initially covering 17 stations.

Rail North Partnership reviews Northern’s Train Formation Capacity Plans twice a year, in line with preparations for the May and December timetable change dates, with Northern required to prepare a plan that best matches available capacity to forecast passenger demand. It is then Northern’s responsibility to manage capacity on a day-to-day basis across its entire network.

Between 16 September 2024 and 16 March 2026, 35.5 per cent of Northern services on the Clitheroe-Manchester line had two carriages, while 64.5 per cent had four carriages.
In the same period, Northern ran 16,149 services, of which 3,430 (21.2 per cent) had fewer carriages than planned.
