To ask the Secretary of State for Defence, what progress he has made with Norway since the 2024 Joint Declaration on enhancing bilateral interoperability on NATO’s Northern Flank.
The UK and Norway negotiated a landmark defence agreement, the Lunna House Agreement, which was signed on 4 December 2025. This agreement marks the start of a new strategic partnership with Norway, building on the deal the UK secured in August 2025 to supply the Royal Norwegian Navy with at least five Type-26 frigates. This will strengthen both countries' national security. As members of NATO and the Joint Expeditionary Force, the agreement will complement our mutual commitment to the defence of the Euro-Atlantic area and Norway hosted the JEF Summit in May 2025.
The Carrier Strike Group, led by flagship carrier HMS Prince of Wales, deployed to the High North and Arctic this year under Operation FIRECREST. This deployment involved close cooperation between British and Norwegian forces, including exercise TAMBER SHIELD. In February of this year, the UK and Norway announced British troops deployed to Norway for training purposes will double over three years from 1,000 to 2,000 personnel. The UK deployed 1,500 Royal Marine Commandos to Norway in March 2026 as part of Exercise COLD RESPONSE under NATO's Arctic Sentry framework.
That this House notes with sadness the death of His Majesty King Harald V of Norway, at the age of 89, on Friday 28 August 2026 at the national hospital in Oslo; acknowledges the words of His Majesty King Charles III who sent his condolences on behalf of The Royal Family and the United Kingdom of Great Britain and Northern Ireland; reflects on the deep connection between the Norwegian and British Royal families and the fact that His late Majesty was a second cousin to Her late Majesty Queen Elizabeth II; and extends its condolences to Her Majesty Queen Sonja, His Majesty King Haakon VIII, all the Royal family, the people of Norway and the Norwegian diaspora in the United Kingdom of Great Britain and Northern Ireland at this time of sorrow and national grief.

To ask the Secretary of State for Defence, with reference to the Defence Investment Plan, published on 30 June 2026, paragraph 46, how many offshore support vessels he plans to procure in conjunction with Norway.
The Defence Investment Plan sets out the Government's intention to pursue closer cooperation with Norway across a number of maritime capability areas. As part of the next phase of the Mine Hunting Capability programme, the Department will procure three Offshore Support Vessels, alongside enhanced autonomous mine countermeasures capability.

Just this year, Norway has opened up a licensing round for 70 new oil and gas blocks. It is reopening three old gas fields and has permitted development plans for three new fields. Meanwhile, this Government are still banning licences, taxing the industry out of business and not permitting Rosebank and Jackdaw. Why does the Secretary of State think he is right and our Norwegian friends are wrong?
Just this year, Norway has opened up a licensing round for 70 new oil and gas blocks. It is reopening three old gas fields and has permitted development plans for three new fields. Meanwhile, this Government are still banning licences, taxing the industry out of business and not permitting Rosebank and Jackdaw. I suspect that in the coming days England fans will learn a lot from Norway in something else. On the serious point that the hon. Member raises, we should first recognise that Norway took a different approach to extraction from the North sea 60 years ago, and it has continued to do that over its 60 years of extraction from the North sea. Secondly, we are not turning off the taps in the North sea. We have said that we will introduce transitional energy certificates to allow new production tied back to existing fields.

I was delighted to discuss our broad and ever-closer strategic partnership with my Norwegian counterpart on 19 May 2026. As I outlined previously to the right hon. Member for Rayleigh and Wickford (Mark Franois), in response to Question 108598, we are working together with our Norwegian Partners to assess options for offering Type 26 build slots currently allocated to the Royal Navy to the Royal Norwegian Navy. The UK Royal Navy will receive all eight Type 26 ships during the late 2020s and 2030s as planned. Norway’s biggest ever defence procurement deal will see a combined fleet of 13 Anti-Submarine Warfare frigates – eight British and at least five Norwegian – operate jointly in Northern Europe, significantly strengthening NATO’s northern flank.
