To ask the Secretary of State for Culture, Media and Sport, what steps her Department is taking to support creative industries in Norwich.
Creative industries clusters across the UK, including in Norwich, are crucial to the delivery of our Growth Mission.
Our Creative Industries Sector Plan published last year includes a strong universal offer to drive growth in the creative industries in every place in the UK, including Norwich and the wider East of England region. It outlines new measures to break down barriers such as access to finance, supply of skills, and new support to kickstart innovation.
In addition, Arts Council England (ACE) focuses funding on the areas of the cultural sector most at risk, using both dedicated funds and wider investment. Its £1.5 billion Arts Everywhere Fund is focused on supporting organisations, particularly in underserved areas, to protect vulnerable cultural infrastructure and local venues, ensuring access nationwide. This includes a flagship Norwich investment in ‘Creative Arts East'.

There are currently no plans to extend East-West Rail services beyond its core scope, but through services may be an option in the future – and doing so would not be precluded by any scope being delivered as part of East-West Rail.

Greater Anglia continuously reviews passenger numbers and service levels and in collaboration with Network Rail, adjusts timetables where there is the case to do so and where it is possible.
In addition, Network Rail is currently carrying out a route study on the capacity and future demand of the rail network in Norfolk, which includes the route between Norwich and Cambridge. This study is expected to provide guidance on future investment and improvements needed to increase service levels.

The Government will always support local authorities to deliver good value for money road enhancements to support economic growth and improved connectivity. The Norwich western link road is currently the subject of a live planning application, so I am afraid that I cannot comment further on the specifics.

The Secretary of State for Transport has commissioned a review of the Department’s capital portfolio which will inform the next phase of the cross-Government Spending Review. It is too early to say how this will affect the proposed Norwich Western Link, but the Department will be in touch with the promoter, when there is further information.

Both the Rail Minister and I are early in our tenure as Transport Ministers, and he is yet to speak to Network Rail regarding the Ely Area Capacity Enhancement. However, as Transport Ministers we recognise the benefits the scheme could bring for freight and passenger rail services in East Anglia, including the Cambridge to Norwich route. The Rail Minister looks forward to discussing these proposals with Network Rail and other stakeholders in due course.

Departmental officials have checked records from 1 January 2020 to 12 February 2024, and the total number of successful applications from academy trusts for the freehold sale of school land is 49.
The department’s policy is that capital receipts from the disposal of publicly funded playing field land should ordinarily be reinvested in improving sports provision at the affected school or local schools. Playing field land is defined widely as: land in the open air which is provided for the purposes of physical education or recreation.

We need a greater frequency of trains, and faster trains, to make the Norwich-Cambridge tech corridor a greater reality. It is being held back by the delays in getting the Ely junction fixed. How soon will that be sorted out by the Department?

I welcome my hon. Friend’s campaign for the Ely junction capacity enhancement scheme, which is one of the schemes referenced in the Prime Minister’s Network North plan. Network Rail has developed the scheme to outline business case stage, and next steps will involve further investment case development and delivery planning. I am keen to see it delivered, because it will deliver for rail freight.
