To ask the Secretary of State for Health and Social Care, whether she has had recent discussions with Novartis on the adequacy of supply of the epilepsy medication Tegretol.
To ask the Secretary of State for Health and Social Care, whether she has had recent discussions with Novartis on the adequacy of supply of the epilepsy medication Tegretol.
The Department has been working intensively to address issues with the supply of some epilepsy medications, and as a result we have helped to resolve issues with Tegretol 200 milligram and 400 milligram prolonged release tablets, and Tegretol 100 milligram immediate release tablets. We are aware of a shortage of Tegretol 100 milligram/5 millilitre liquid, but have been advised that resupplies are expected this month. We are continuing to work closely with manufacturers, including Novartis, to help ensure the continued supply of these medicines for patients in the United Kingdom, for example by asking suppliers to expedite deliveries.
Whilst we can’t always prevent supply issues, we have a range of well-established tools and processes to mitigate risks to patients. These include close and regular engagement with suppliers, use of alternative strengths or forms of a medicine to allow patients to remain on the same product, expediting regulatory procedures, sourcing unlicensed imports from abroad, adding products to the restricted exports and hoarding list, use of Serious Shortage Protocols, and issuing National Health Service communications to provide management advice and information on the issue to healthcare professionals, so they can advise and support their patients.

To ask the Secretary of State for Business, Energy and Industrial Strategy, which ministers he has appointed to the taskforce to find a new buyer for the Novartis site in Great Grimsby.
The Department of Business, Energy and Industrial Strategy and the Department of International Trade are closely monitoring the situation. We are working with the company, the local authority and Local Enterprise Partnerships to support their efforts in helping to preserve highly skilled jobs in the area and to help find a buyer for the site.
The loss of Novartis from the South Humber bank will lead to 400 job losses. Will the Secretary of State appoint one of his Ministers to a taskforce, to find a new buyer for the site?

As the hon. Lady knows, I am always keen to ensure that we take every step we can to preserve the continuity of skilled people, and I would be happy to do that.

The Government is committed to ensuring a positive outcome for the whole life science sector that enhances competitiveness and builds on the success that we are rightly proud of, as we exit the European Union. Officials across government have been carrying out a programme of sectoral and regulatory analysis to identify the key factors for the life sciences sector that will affect our negotiations with the EU. Ultimately it is for the European Medicines Agency to comment on how it intends to operate from its new location, and what individual companies like Novartis might have to do differently.

We are seeking to reach a positive conclusion to the negotiations with Novartis for supply of the meningococcal B (MenB) vaccine, Bexsero® at a cost-effective price, as recommended by the Joint Committee on Vaccination and Immunisation as soon as possible. The introduction of an NHS MenB immunisation programme for infants will depend on the outcome of these negotiations.

I met with senior representatives from Novartis on 30 October to discuss the potential changes to their research operations in the UK, which are currently under consultation. Novartis have noted that the proposed changes are a result of a global review of their research activities.
The Department remains in close contact with Novartis regarding the impact of these proposed changes.

That this House notes with concern that the European company Novartis, the makers of the anti-leukaemia drug Glivec, has brought a case against the Indian government to prevent manufacturers of generic medicines from producing low-cost copies of that drug; further notes that the generic medicines produced in India are essential treatments for many people in the developing world, especially those living with HIV/AIDS, and that millions of people rely on drugs produced in India for affordable medicines; and therefore urges Novartis to withdraw its action.
